【摘要】：資源型城市的興起和衰落直接受資源的影響,隨著資源日益枯竭,資源型城市和資源型產(chǎn)業(yè)轉(zhuǎn)型勢在必行。目前,大多數(shù)國家都面臨資源型城市轉(zhuǎn)型的難題,我國的資源型城市轉(zhuǎn)型有其特殊的意義。因此,對資源型城市轉(zhuǎn)型問題的研究不僅是中國也是其他國家的當(dāng)前之需。從我國的情況看,資源型城市多興起于20世紀(jì)五六十年代。長期以來,這些城市是我國地方經(jīng)濟(jì)乃至整個國民經(jīng)濟(jì)的重要經(jīng)濟(jì)來源,為保障國民經(jīng)濟(jì)持續(xù)、健康和協(xié)調(diào)發(fā)展中發(fā)揮著重要的支撐作用,但發(fā)展的同時也為此付出了浪費資源和污染環(huán)境的慘重代價。進(jìn)入90年代后,經(jīng)過幾十年的發(fā)展,隨著資源的逐步枯竭,慢慢步入衰退期。由于一部分城市一直以來依靠資源發(fā)展經(jīng)濟(jì),產(chǎn)業(yè)過于單一,城市發(fā)展缺乏可持續(xù)的后續(xù)資源,城市的生存面臨著巨大的威脅,通過轉(zhuǎn)型恢復(fù)城市的發(fā)展也成為了這些城市急需解決的最大問題。本文以新余市為研究對象,運用了經(jīng)濟(jì)學(xué)相關(guān)理論和公共管理理論,綜合運用多種研究方法,以資源型城市實現(xiàn)經(jīng)濟(jì)轉(zhuǎn)型為目標(biāo)進(jìn)行研究。本文首先明確資源型城市和轉(zhuǎn)型的概念,了解新余市在城市轉(zhuǎn)型中取得的成效和存在的問題,接著分析了產(chǎn)生問題的原因,又通過分析西方發(fā)達(dá)國家資源型城市成功轉(zhuǎn)型的經(jīng)驗和借鑒,最后提出新余市政府實現(xiàn)經(jīng)濟(jì)轉(zhuǎn)型應(yīng)采取的措施：加大經(jīng)濟(jì)和管理體制改革力度,引導(dǎo)企業(yè)增強技術(shù)改造和創(chuàng)新能力,加大招商引資力度,引領(lǐng)社會投資有效增長,提高新興產(chǎn)業(yè)投資規(guī)模和效率,加強政府效能建設(shè)和對企業(yè)的支持力度。
[Abstract]:The rise and decline of resource-based cities are directly affected by resources. With the increasingly exhausted resources, resource-based cities and resource-based industry transformation is imperative. At present, most countries are facing the problem of resource-based city transformation. The transformation of resource-based cities in China has its special significance. Therefore, the study on the transformation of resource-based cities is not only the need of China but also the needs of other countries. Resource-based cities rose in the 1950s and 1960s in 20th century. For a long time, these cities have been an important economic source of our local economy and even the whole national economy, in order to ensure the sustainability of the national economy. Health and coordinated development play an important role in support, but development has also paid the heavy cost of wasting resources and polluting the environment. After entering 90s, after decades of development. With the gradual depletion of resources, slowly into the recession. Because some cities have been relying on resources to develop the economy, the industry is too single, the urban development is lack of sustainable follow-up resources. The survival of the city is facing a huge threat, through the transformation to restore the city's development has become the biggest problem that these cities urgently need to solve. This paper takes Xinyu city as the research object. Using the relevant theories of economics and public management, this paper makes a comprehensive use of various research methods to study the realization of economic transformation in resource-based cities. Firstly, this paper clarifies the concept of resource-based cities and transformation. Understand the results and problems of Xinyu City in the urban transformation, then analyze the causes of the problems, and through the analysis of the experience and reference of the successful transformation of resource-based cities in western developed countries. Finally, the paper puts forward the measures that the government of Xinyu city should take to realize the economic transformation: strengthen the reform of economy and management system, guide enterprises to strengthen the ability of technological transformation and innovation, and increase the intensity of attracting investment. To lead the effective growth of social investment, to improve the scale and efficiency of investment in emerging industries, and to strengthen the construction of government effectiveness and support for enterprises.
