【摘要】：績(jī)效包含有成績(jī)和效益的意思，而政府績(jī)效，通常用來衡量政府部門開展公共管理和服務(wù)活動(dòng)的效果。開展政府績(jī)效管理和評(píng)估的研究，既是提高政府管理效能的有效途徑，也是深化政府轉(zhuǎn)型和構(gòu)建服務(wù)型政府的客觀需要。隨著現(xiàn)代社會(huì)的進(jìn)步，我國(guó)公民群體對(duì)政府公共產(chǎn)品和公共服務(wù)水平的需求越來越高，政府面對(duì)社會(huì)公眾和社會(huì)輿論壓力也越來越大，提高政府績(jī)效管理和考核評(píng)估水平，是當(dāng)代中國(guó)政府，尤其是地方政府加速政府轉(zhuǎn)型和建設(shè)服務(wù)型政府迫切需要解決的一項(xiàng)歷史重任。 本論文以我國(guó)市、縣區(qū)級(jí)地方政府有關(guān)績(jī)效管理的相關(guān)理論、實(shí)踐和方法為切入點(diǎn)，在概括分析先進(jìn)地區(qū)成功經(jīng)驗(yàn)的基礎(chǔ)之上，對(duì)營(yíng)口開發(fā)區(qū)政府績(jī)效管理現(xiàn)狀進(jìn)行系統(tǒng)梳理和全面審視，認(rèn)真解讀和分析其他地方績(jī)效評(píng)估指標(biāo)體系的具體內(nèi)容，然后立足于我國(guó)當(dāng)前現(xiàn)行政府體系和當(dāng)前政治環(huán)境的現(xiàn)實(shí)情況，指出目前地方政府績(jī)效管理中存在的突出問題。在對(duì)這些問題進(jìn)行深入細(xì)致的分析研究基礎(chǔ)上，提出了健全和完善地方政府績(jī)效管理的對(duì)策建議。主要包括增強(qiáng)績(jī)效評(píng)估的內(nèi)在動(dòng)力，強(qiáng)化公民參與，充分發(fā)揮黨在政府機(jī)關(guān)中的重要作用，以完善黨的績(jī)效考評(píng)，以黨建拉動(dòng)政府建設(shè)，以機(jī)關(guān)文化建設(shè)為鋪墊，充分發(fā)揮文化育人的作用，在政府機(jī)關(guān)內(nèi)倡導(dǎo)績(jī)效文化，，以推動(dòng)績(jī)效管理和考評(píng)的發(fā)展。 地方政府績(jī)效管理體系的建立和完善，是現(xiàn)代政府改革和政府管理的前沿課題，深受社會(huì)關(guān)注，相關(guān)研究也取得了一定的成效，本文的創(chuàng)新之處在于強(qiáng)調(diào)機(jī)關(guān)黨建在推動(dòng)政府績(jī)效管理過程中的重要作用，以完善黨的績(jī)效考評(píng)來拉動(dòng)政府績(jī)效管理建設(shè)。當(dāng)然，受筆者的知識(shí)結(jié)構(gòu)、學(xué)識(shí)水平和社會(huì)閱歷等能力水平的制約，論文在實(shí)證研究和理論探討上還存在著諸多不足之處，有待進(jìn)一步探索、實(shí)踐和研究。
[Abstract]:Performance includes achievements and benefits, while government performance is usually used to measure the effectiveness of public management and service activities carried out by government departments. Research on government performance management and evaluation is carried out. It is not only an effective way to improve the efficiency of government management, but also an objective need to deepen the transformation of the government and build a service-oriented government. The demand of government public goods and public service level is higher and higher, and the government is facing more and more pressure from the public and public opinion to improve the level of government performance management and assessment. It is an urgent historical task for the Chinese government, especially the local government, to accelerate the transformation of the government and build a service-oriented government. This paper takes the relevant theories, practices and methods of the local governments at the county and district level in our country as the starting point, on the basis of summarizing the successful experiences of the advanced regions. To Yingkou Development Zone government performance management status of a systematic combing and comprehensive review, serious interpretation and analysis of other local performance evaluation index system specific content. Then based on the current government system and the current political environment, the paper points out the outstanding problems in the performance management of local government. The author puts forward some countermeasures to improve and perfect the performance management of local government, mainly including strengthening the internal motive force of performance evaluation, strengthening citizen participation, and giving full play to the important role of the Party in the government organs. In order to improve the performance evaluation of the party, the party building to stimulate government construction, with the construction of government culture as the foundation, fully play the role of cultural education, in government organs to advocate performance culture. To promote the development of performance management and evaluation. The establishment and improvement of the local government performance management system is the forefront of modern government reform and government management, deeply concerned by the society, the relevant research has also achieved certain results. The innovation of this paper is to emphasize the important role of party building in the process of promoting government performance management, in order to improve the performance evaluation of the party to stimulate the construction of government performance management. Of course, the author's knowledge structure. Due to the restriction of the ability level of knowledge and social experience, there are still many deficiencies in the empirical research and theoretical discussion, which need to be further explored, practiced and studied.
