【摘要】:越來越多的農民工向城市轉移,或多或少的影響著城市的發(fā)展。農民工由于戶籍制度的限制、社保立法的缺失、利益攸關各方的思想誤區(qū)以及自身條件的限制,使他們的付出得不到對等的回報,甚至連基本的合法權益都得不到保障。他們因工作條件差、工作時間長、收入低,長期承受著歧視和排斥的問題受到社會各界的普遍關注。 如何解決農民工問題,保障農民工的合法權益,建立農民工市民化的長效機制是促進農民工市民化、構建社會主義和諧社會的關鍵。本文在前人研究的基礎上對農民工的形成與發(fā)展,農民工問題的表現(xiàn)與根源進行了研究,引出農民工市民化的內涵和相關成本的界定。通過對文獻中農民工市民化成本測算常見方法的介紹和分析,在“讓農民工享受與城鎮(zhèn)居民同樣的待遇”的總體思想的指導下,結合測算內容的合理性、數(shù)據(jù)的可獲得性,構建了以隨遷子女教育成本、醫(yī)療保障成本、社會養(yǎng)老保險成本、城市公共管理、城市基礎設施支出和保障性住房支出為指標的指標體系,對烏市農民工市民化成本進行簡單測算。同時,為了兼顧效率與公平,滿足地方和企業(yè)的發(fā)展需求,,把農民工市民化的成本分擔在各個主體上,文章對農民工市民化的資金來源、成本分擔主體及分擔機制的構建進行了論述。其中,農民工市民化的資金來源主要由農民工自身創(chuàng)造的社會財富、農村土地流轉收益、城鎮(zhèn)土地的轉讓收益和少量城鎮(zhèn)居民創(chuàng)造的社會財富四部分構成;考慮到受益群體的支付能力,構建了以政府(中央和地方)、企業(yè)、農民工個人為主要分擔主體的農民工市民化成本分擔機制。 最后,根據(jù)本文構建的指標體系和分擔機制,從戶籍改革、完善社會保障體系、加強農民工及其子女教育、規(guī)范勞動力市場促進就業(yè),完善社會管理及推進保障性住房六方面對推進烏市農民工市民化提出了相應的對策建議。
[Abstract]:More and more migrant workers to the city transfer, more or less affect the development of the city. Migrant workers due to the restrictions of the household registration system, the lack of social security legislation, stakeholders' ideological errors and limitations of their own conditions. They do not get equal returns on their efforts, even their basic legal rights and interests are not protected. They work long hours and low income because of their poor working conditions. Long-standing problems of discrimination and exclusion have attracted widespread attention from all walks of life. How to solve the problem of migrant workers, to protect the legitimate rights and interests of migrant workers, and to establish a long-term mechanism for the urbanization of migrant workers is to promote the urbanization of migrant workers. On the basis of previous studies, this paper studies the formation and development of migrant workers, the performance and root causes of migrant workers. Through the introduction and analysis of the common methods of measuring the cost of migrant workers' citizenship in the literature. Under the guidance of the general idea of "let migrant workers enjoy the same treatment as urban residents", combining the rationality of calculation content and the availability of data, this paper constructs the cost of education and medical security with moving children. Social old-age insurance costs, urban public administration, urban infrastructure expenditure and affordable housing expenditure as indicators of the index system, the cost of urban migrant workers in Urumqi simple calculation. At the same time. In order to give consideration to efficiency and fairness, meet the development needs of local and enterprises, the cost of migrant workers to the city to share in the main body, the article on the capital source of migrant workers citizenship. The main body of cost sharing and the construction of the sharing mechanism are discussed. Among them, the capital source of peasant workers' citizenship is mainly the social wealth created by migrant workers themselves, and the income of rural land circulation. The income from the transfer of urban land and the social wealth created by a small number of urban residents are composed of four parts; Considering the ability to pay of the benefit group, the mechanism of the cost sharing of the peasant workers is constructed, which is mainly shared by the government (central and local governments, enterprises and individual migrant workers). Finally, according to the index system and sharing mechanism, from the household registration reform, improve the social security system, strengthen the education of migrant workers and their children, standardize the labor market to promote employment. Six aspects of improving social management and promoting affordable housing are put forward to promote the urbanization of urban migrant workers in Urumqi.
