【摘要】：伴隨著著經(jīng)濟(jì)的發(fā)展與汽車工業(yè)的不斷進(jìn)步，小汽車逐漸在我國(guó)的城市居民的家庭中普及開(kāi)來(lái)，給城市的交通帶來(lái)了越來(lái)越沉重的壓力，特別是進(jìn)入到新世紀(jì)之后，我國(guó)的大型城市的機(jī)動(dòng)車的數(shù)量極具膨脹，城市的交通的環(huán)境不斷的惡化，停車的問(wèn)題也日漸受到了國(guó)人的關(guān)注，協(xié)調(diào)好大型城市停車的問(wèn)題就顯得極其的重要。寧波市身為一座沿海的城市，停車難的問(wèn)題也逐漸開(kāi)始影響著人們的生活。所以，對(duì)城市尤其是城市的中心城區(qū)內(nèi)公共停車設(shè)施來(lái)進(jìn)行一系列系統(tǒng)的調(diào)研、剖析，研究完善中心城區(qū)公共停車的區(qū)域規(guī)劃、規(guī)模指標(biāo)和供應(yīng)策略方法，是非常有現(xiàn)實(shí)意義的。 文章考察了國(guó)內(nèi)外停車問(wèn)題的研究的現(xiàn)狀，在參考了東京、倫敦、新加坡市、北京、香港等國(guó)內(nèi)外的相對(duì)比較發(fā)達(dá)的城市解決來(lái)停車難對(duì)策的基礎(chǔ)上，通過(guò)調(diào)研寧波的城區(qū)公共停車的問(wèn)題相關(guān)得情況，主要是對(duì)寧波市的經(jīng)濟(jì)發(fā)展的狀況、停車的供給、土地利用的特性、停車的需求和現(xiàn)狀停車的問(wèn)題與特點(diǎn)進(jìn)行了深入的分析。進(jìn)而得出了寧波市公共停車的問(wèn)題產(chǎn)生原因有以下的幾個(gè)方面：汽車的擁有量增長(zhǎng)幅度很大、關(guān)于停車方面的法律法規(guī)不夠完善、停車場(chǎng)的規(guī)劃與建設(shè)不能滿足實(shí)際的需求、停車收費(fèi)的制度存在的問(wèn)題。因?yàn)檫@些的原因在不同的層面上共同造成了寧波市停車問(wèn)題的發(fā)生。 針對(duì)以上的原因，本文歸納出了以下幾個(gè)能夠解決問(wèn)題的措施：一個(gè)是要在短時(shí)間內(nèi)增加停車位的建設(shè)數(shù)量，解決好當(dāng)前需要亟需解決的問(wèn)題；二是制定好保障的政策，，鼓勵(lì)好停車產(chǎn)業(yè)的發(fā)展；三是要加強(qiáng)道路交通的管理，減少社會(huì)停車的需求，重點(diǎn)是要在政策上面加強(qiáng)其管理，體現(xiàn)價(jià)格的杠桿調(diào)劑作用；四是加大發(fā)展公共交通的力度，樹立公交優(yōu)先的政策意識(shí)，從各個(gè)方面來(lái)凸顯公交這一公共交通的優(yōu)勢(shì)與長(zhǎng)處；五是建設(shè)好停車換乘的系統(tǒng)使用；六是要建設(shè)好停車誘導(dǎo)這一系統(tǒng)。本文總結(jié)，通過(guò)這一系列措施的制定落實(shí)，寧波市中心城區(qū)停車的管理水平會(huì)有一個(gè)巨大的增長(zhǎng)水平，中心城區(qū)的停車管理也將處于一種持續(xù)可控的狀態(tài)。停車難這一城市通病也將由整個(gè)停車的系統(tǒng)管理來(lái)實(shí)現(xiàn)動(dòng)態(tài)的解決。
[Abstract]:With the development of economy and the continuous progress of automobile industry, cars are gradually popularized in the families of urban residents in our country, which brings more and more heavy pressure to the urban traffic. Especially after entering the new century, the number of motor vehicles in large cities of our country is extremely inflated, the environment of urban traffic is deteriorating constantly, and the problem of parking has been paid more and more attention by the people. Coordination of parking problems in large cities is extremely important. Ningbo as a coastal city, parking difficulties are also gradually affecting people's lives. A series of systematic investigation and analysis of the public parking facilities in the city, especially in the central urban area, are carried out to study and improve the regional planning, scale indicators and supply strategy methods of the public parking in the central urban area. Is very realistic. This paper reviews the current situation of parking problems at home and abroad, on the basis of reference Tokyo, London, Singapore, Beijing, Hong Kong and other relatively developed cities to solve parking difficulties. Through the investigation of Ningbo city parking problems related to the situation, mainly on the economic development of Ningbo, parking supply, the characteristics of land use. The demand for parking and current parking problems and characteristics of the in-depth analysis, and then concluded that the problem of public parking in Ningbo has the following reasons: the increase in car ownership is very large. The parking laws and regulations are not perfect enough, the parking lot planning and construction can not meet the actual needs. There are problems in the parking system, because of these reasons, the parking problem in Ningbo is caused by different levels. In view of the above reasons, this paper summarizes the following measures to solve the problem: one is to increase the number of parking spaces in a short period of time, to solve the current need to solve the problem; The second is to make a good guarantee policy to encourage the development of parking industry; Third, it is necessary to strengthen the management of road traffic and reduce the demand of social parking. Fourth, strengthen the development of public transport, set up the policy awareness of public transport priority, from all aspects to highlight the advantages and advantages of public transport; The fifth is to build a good parking and transfer system; The sixth is to build a good parking guidance system. This paper concludes that through the formulation and implementation of this series of measures, the management level of parking in the downtown area of Ningbo will have a huge growth level. The parking management of the central urban area will also be in a state of continuous control, and the common problem of parking will be solved dynamically by the system management of the whole parking area.
