【摘要】：目前,我國正處于全面建設(shè)小康社會、加速推進社會主義現(xiàn)代化發(fā)展的攻堅時期,尤其是中國共產(chǎn)黨第十八屆全國人民代表大會的召開,明確了我國在2020年全面建成小康社會的宏偉奮斗目標。在這樣一個特殊時期,伴隨著經(jīng)濟和科技的高速發(fā)展,我國社會結(jié)構(gòu)也在經(jīng)歷著劇烈變遷,社會階層分化明顯,社會矛盾日漸尖銳。此時,一方面需要政府主動加深與媒體的溝通聯(lián)系,巧妙借助大眾傳媒傳播政府的理念,贏得公眾對政府行政理念的理解和支持,以保證政策方針的順利實施,從而促進社會健康有序的發(fā)展;另一方面,媒體也應(yīng)該對當代特殊的媒介環(huán)境和受眾特點加以深入研究,克服特殊時期媒體傳播延續(xù)下來的“高大全”的傳播方式,并做好與公眾的溝通,以事實為原則、以公眾喜聞樂見和易于接受的方式,對政府的相關(guān)信息進行妥善處理,最大化發(fā)揮媒體在政府形象塑造中的關(guān)鍵作用,為全面建設(shè)小康社會的大局服務(wù)。隨著媒體行業(yè)不斷的發(fā)展及其對社會影響的日益擴大,通過媒體來提升政府形象的理論研究已引起學界的關(guān)注,不管是國外學者還是國內(nèi),針對政府利用媒體提升形象的研究也較多,但是在這些成果里,筆者遺憾地發(fā)現(xiàn),相較于東部發(fā)達地區(qū)而言,對西部地區(qū)的關(guān)注甚少,對西部縣級城市媒體如何提升政府形象則研究幾乎呈現(xiàn)空白,這與國家實施西部大開發(fā),東部產(chǎn)業(yè)轉(zhuǎn)移西部戰(zhàn)略對政府形象的要求嚴重不符。本文研究的目的,在于通過對西部小縣城江安縣政府利用媒體提升政府形象現(xiàn)狀進行一次調(diào)查,調(diào)查方式主要采用問卷調(diào)查、觀察、個案訪談等方法。在結(jié)合國內(nèi)外已有研究成果的基礎(chǔ)上,運用傳播學、媒體學、公共管理理論等進行定量和定性分析,最后通過對調(diào)查問卷等材料的分析,比較的詳細掌握了當前政府利媒體提升形象方面的存在的問題以及背后深層次的原因,最后在結(jié)合江安的實際情況下,針對當前存在的問題提供了相關(guān)的提升形象的策略,期望為江安縣政府利用媒體提升政府形象工作提供一些有價值的參考。

In such a special period, along with the rapid development of economy and technology. At this time, the government initiative to enhance communication with the media contact on the one hand, clever use of mass media spread the idea of government, winning public understanding and support of the government administration, to ensure the smooth implementation of the policy. In order to promote the healthy and orderly development of society; on the other hand, the media should also be in-depth study of contemporary media environment and special characteristics of the audience, to overcome. But during the media continued high, means of communication, and good communication with the public, in fact, the public loved and acceptable way of information related to the government properly, to maximize the media play a key role in shaping the image of the government, for the comprehensive construction of a well-off society the overall service. With the continuous development of the media industry and its impact on society increasingly, theoretical research through the media to enhance the image of the government has been the concern of scholars, both foreign scholars and domestic research, aiming at using the media to enhance the image of the government is more, but in these results, I regret that, compared to the the eastern region, western region attracts little attention, the western county city media to enhance the image of the government study is almost blank, and the implementation of the national The development of the western region, serious discrepancies the eastern industrial transfer to the government's image of western strategy. The purpose of this paper is based on the western small town of Jiangan county government to use the media to enhance the image of the government in an investigation, investigation method mainly adopts questionnaire, observation, interviews and other methods on the basis of the domestic and abroad. Research on the use of communication, media, public management theory, quantitative analysis and qualitative analysis, through the analysis of the questionnaire and other materials, more detailed grasp of the problems of current government and the media to enhance the image and the reasons behind, finally combined with the actual situation of Jiang. Provide related to enhance the image of the strategy to solve the existing problems, expect to enhance the image of the government to provide some valuable reference for the government to use the media Jiangan Test.
