【摘要】：從美國智庫市場的二元結(jié)構(gòu)進行分析,解析美國智庫發(fā)展和運作的內(nèi)在動因。力求從一個新的視角探討美國智庫在市場驅(qū)動下的運作模式和動力。智庫市場的二元結(jié)構(gòu)為智庫與政府間提供了相互信任、互為需求、相互支撐的平臺和渠道,形成了思想產(chǎn)品與決策咨詢的供需關(guān)系。在這個關(guān)系中,智庫作為供應側(cè),為政府出臺的政策提供能夠解決現(xiàn)實問題的智力產(chǎn)品。政府、媒體、公眾是需求側(cè),市場通過業(yè)已構(gòu)建起的一套較完善的政治咨詢制度,實現(xiàn)參政議政、話語權(quán)與智力的交換,獲得智庫的智力支撐。因此,了解和研究美國智庫二元市場的形成原因,認識美國智庫二元市場的結(jié)構(gòu),探討智庫市場理論,認識二元結(jié)構(gòu)的形成,相互作用,對全面系統(tǒng)地了解美國智庫發(fā)展經(jīng)驗,避免盲目照抄照搬,具有一定的借鑒意義。通過收集整理相關(guān)文本資料和實地考察調(diào)研,在市場分析的基礎(chǔ)上,把市場供求關(guān)系作為切入點,對智庫的二元結(jié)構(gòu)進行梳理。美國智庫市場是一個二元結(jié)構(gòu),供求關(guān)系是推動美國智庫發(fā)展的驅(qū)動力。市場通過競爭,不斷淘汰、凝練、完善、打造優(yōu)質(zhì)的思想產(chǎn)品,逐步形成了能夠幫助政府解決問題的意見和對策建議。
[Abstract]:This paper analyzes the dual structure of American think-tank market and analyzes the internal motivation of the development and operation of American think-tank. To explore the market-driven operation of American think tanks from a new perspective. The dual structure of the think-tank market provides the platform and channel of mutual trust, mutual demand and mutual support for the think-tank and the government, and forms the supply-demand relationship between ideological products and decision-making consultation. In this relationship, think tanks act as supply-side, providing government policies with intellectual products that solve practical problems. The government, the media and the public are the demand side. Through a set of perfect political consultation system, the market realizes the exchange of power and intelligence, and obtains the intellectual support of the think-tank. Therefore, to understand and study the reasons for the formation of the dual market of American think tanks, to understand the structure of the dual market of American think tanks, to explore the theory of the market of think tanks, to understand the formation and interaction of the dual structure, and to understand the experience of the development of American think tanks in a comprehensive and systematic way. Avoid blindly copy, have certain reference meaning. On the basis of market analysis, this paper combs the dual structure of think-tank by collecting and arranging relevant text data and field investigation, taking the relation of market supply and demand as the breakthrough point. American think tank market is a dual structure, and supply and demand is the driving force to promote the development of American think tank. Through competition, the market is constantly eliminated, condensed, perfected, and made high-quality ideological products, gradually formed can help the government to solve the problem of advice and countermeasures.
