【摘要】：專(zhuān)業(yè)化是智庫(kù)的本質(zhì)特征,體制機(jī)制創(chuàng)新是新型智庫(kù)建設(shè)的重要內(nèi)容,建立智庫(kù)的思想市場(chǎng)是新型智庫(kù)發(fā)展的必然選擇。新形勢(shì)下推進(jìn)地方新型智庫(kù)建設(shè),要重視智庫(kù)的專(zhuān)業(yè)化建設(shè),完善地方新型智庫(kù)服務(wù)公共決策的體制機(jī)制,以適應(yīng)地方治理體系和治理能力現(xiàn)代化的需要。要從省級(jí)專(zhuān)業(yè)化高端智庫(kù)培育、智庫(kù)建設(shè)的支撐學(xué)科發(fā)展、民調(diào)與數(shù)據(jù)中心建設(shè)、政策分析人才培養(yǎng)等方面加強(qiáng)專(zhuān)業(yè)化建設(shè);要從智庫(kù)運(yùn)作機(jī)制、人才流動(dòng)制度、溝通協(xié)作模式、考核評(píng)估機(jī)制等方面推進(jìn)體制機(jī)制創(chuàng)新;要從思想市場(chǎng)環(huán)境營(yíng)造、決策咨詢(xún)需求激發(fā)、思想市場(chǎng)的供求機(jī)制設(shè)計(jì)、思想市場(chǎng)的規(guī)制監(jiān)督等方面培育和發(fā)展智庫(kù)的思想市場(chǎng)。
[Abstract]:Specialization is the essential feature of the think-tank, the innovation of the system and mechanism is the important content of the construction of the new-type think-tank, and the ideological market of the think-tank is the inevitable choice for the development of the new-type think-tank. In order to meet the needs of the modernization of local governance system and the ability of governance, we should attach importance to the professionalization of local think tanks and perfect the system and mechanism of local new type think tanks to serve public decision-making under the new situation. It is necessary to strengthen the specialized construction in such aspects as the cultivation of provincial specialized high-end think tanks, the support of discipline development of the construction of think tanks, the construction of opinion polls and data centers, and the cultivation of talents in policy analysis. The innovation of system and mechanism should be promoted from the aspects of operation mechanism of think-tank, system of talent flow, mode of communication and cooperation, mechanism of examination and evaluation, etc. The ideological market should be cultivated and developed from the aspects of creating the ideological market environment, stimulating the demand for decision-making consultation, designing the supply and demand mechanism of the ideological market, and regulating and supervising the ideological market.
