【摘要】：隨著“互聯(lián)網(wǎng)+”和全球化時代的到來,國際國內(nèi)環(huán)境變得日益復雜。國家的政策能力以及智庫發(fā)展水平已成為衡量國家治理體系和治理能力現(xiàn)代化水平的標準,由于提升智庫對公共政策決策的影響力已經(jīng)成為提升國家政策能力的重要手段,加之,信息量擴張性的增長使得智庫應對復雜信息環(huán)境的作用越來越突出,并將其納入到衡量國家“軟實力”水平的重要因素,所以當前我們要特別重視加強智庫建設(shè)。2015年1月20日,中共中央辦公廳、國務院辦公廳印發(fā)的《關(guān)于加強中國特色新型智庫建設(shè)的意見》強調(diào)了中國特色新型智庫的重要地位,是建立健全決策咨詢制度的前提條件。而當前我國正處在“三期疊加”的特殊時期,面對日趨復雜的新形勢、新問題及發(fā)展的不確定性等問題,政府急需加強與完善中國特色新型智庫建設(shè),補缺在信息、時間和專業(yè)知識思想等方面的短板,進行創(chuàng)新性、科學性和前瞻性的理論研究。為此,本文通過借鑒智庫的相關(guān)理論,運用邏輯分析、文獻分析及比較研究的方法,分析中國特色新型智庫在建設(shè)中存在的突出問題,力圖探索出中國特色新型智庫建設(shè)的新路徑以提升其對公共政策的影響力。論文首先通過對智庫的相關(guān)資料的分析、整理與研究,界定了中國特色新型智庫的內(nèi)涵。其次,對加強中國特色新型智庫建設(shè)的重要性與必要性加以分析。再次,分析了中國特色新型智庫建設(shè)中所存在的突出問題:中國特色新型智庫自身存在的缺陷;中國特色新型智庫管理機制不完善;中國特色新型智庫制度環(huán)境制約;中國特色新型智庫的國際化水平不高,半開放式的發(fā)展模式制約智庫國際影響力的提升。最后,針對其存在的問題探討了解決對策,宏觀上,營造中國特色新型智庫健康發(fā)展的環(huán)境氛圍:1.堅持黨的領(lǐng)導,把握正確方向,形成特色鮮明中國特色新型智庫;2.堅持圍繞中心、服務大局,不斷促進社會穩(wěn)定與發(fā)展;3.堅持科學精神、鼓勵大膽創(chuàng)新,不斷推動科學進步與理論發(fā)展;4.堅持“四個全面”戰(zhàn)略布局,為實現(xiàn)中國特色新型智庫建設(shè)提供目標導向。微觀上,加強中國特色新型智庫自身建設(shè);完善中國特色新型智庫管理機制;建立和完善智庫生存與發(fā)展的制度安排;擴展智庫研究的全球性視野,重塑世界話語權(quán)。得出的結(jié)論只有充分了解中國特色新型智庫發(fā)展中所存在的突出問題,才能從根源上找出制約中國特色新型智庫發(fā)展的因素,并從根本上引導和促進中國特色新型智庫健康良性的發(fā)展。希望通過本文的研究與分析,能夠?qū)Υ龠M中國特色新型智庫向國際一流水平發(fā)展起到一定的借鑒意義。
[Abstract]:With the advent of the Internet and globalization, the international and domestic environment has become increasingly complex. The country's policy capacity and the level of development of think tanks have become the standard for measuring the modernization of the country's governance system and governance capacity. As a result of enhancing the influence of think tanks on public policy decisions, it has become an important means to enhance the country's policy capacity. In addition, the expansion of information makes the role of think tanks in dealing with the complex information environment more and more prominent, and includes it as an important factor in measuring the level of "soft power" of a country. Therefore, at present, we should pay special attention to strengthening the construction of think tanks. On 20 January 2015, the opinions on strengthening the Construction of New Type think tanks with Chinese characteristics, issued by the General Office of the CPC Central Committee and the General Office of the State Council, emphasized the importance of the new type of think tanks with Chinese characteristics. It is the precondition of establishing and perfecting the decision-making consultation system. At present, our country is in a special period of "three phases superposition". In the face of the increasingly complex new situation, new problems and uncertainties in development, the government urgently needs to strengthen and perfect the construction of a new type of think-tank with Chinese characteristics, and fill the gap in information. Time and expertise, etc., for innovative, scientific, and forward-looking theoretical research. Therefore, by using the relevant theories of the think-tank, using the methods of logic analysis, literature analysis and comparative research, this paper analyzes the outstanding problems existing in the construction of the new-type think-tank with Chinese characteristics. This paper tries to explore a new path to the construction of new think-tanks with Chinese characteristics in order to enhance their influence on public policy. Firstly, the paper defines the connotation of the new think-tank with Chinese characteristics through the analysis, collation and research of the relevant data of the think-tank. Secondly, it analyzes the importance and necessity of strengthening the construction of new type think-tank with Chinese characteristics. Thirdly, the paper analyzes the outstanding problems in the construction of the new-type think-tank with Chinese characteristics: the defects of the new-type think-tank with Chinese characteristics, the imperfect management mechanism of the new-type think-tank with Chinese characteristics, the restriction of the institutional environment of the new-type think-tank with Chinese characteristics; The international level of the new think-tank with Chinese characteristics is not high, and the semi-open development mode restricts the international influence of the think-tank. Finally, in view of its existence question, discussed the solution countermeasure, macroscopically, constructs the Chinese characteristic new type think-tank healthy development environment atmosphere: 1. Adhere to the Party's leadership, grasp the correct direction, and form a new type of think-tank with distinctive Chinese characteristics. Adhere to the center, serve the overall situation, and continue to promote social stability and development. Adhere to the spirit of science, encourage bold innovation, and continue to promote scientific progress and theoretical development. Adhere to the "four-round" strategic layout, for the realization of a new type of think tank with Chinese characteristics to provide a goal-oriented. At the micro level, we should strengthen the self-construction of the new-type think-tank with Chinese characteristics, perfect the management mechanism of the new-type think-tank with Chinese characteristics, establish and perfect the institutional arrangement for the survival and development of the think-tank, expand the global perspective of the research of the think-tank, and reshape the world's right to speak. Only by fully understanding the outstanding problems existing in the development of the new type of think-tank with Chinese characteristics can we find out the factors that restrict the development of the new type of think-tank with Chinese characteristics from the source. And fundamentally guide and promote the healthy development of a new type of think-tank with Chinese characteristics. It is hoped that the research and analysis of this paper will be helpful to promote the development of the new think-tank with Chinese characteristics to the international first-class level.
