國家治理視域下的民間智庫影響力研究

【摘要】:國家治理是國家、社會以及公民個人合作治理公共事務的一種制度和權力安排,核心在于通過分權、讓權、放權、賦權等途徑打破政府單一治理主體對公共權力的壟斷,促成國家權力回歸社會。在此過程中,國家和社會通過制度化的、持續(xù)的互動合作過程實現(xiàn)公共目標和公共利益的最大化。智庫咨詢機構在國家治理能力和治理體系現(xiàn)代化過程中的重要作用得到了政界和學界的普遍認同。我國智庫建設已經(jīng)步入了務實合作的全新階段,這也是國家治理能力提升的關鍵一步。在此背景下,民間智庫在中國特色智庫格局中的弱勢地位則難與中國智庫整體發(fā)展要求相匹配,當務之急應準確判斷民間智庫發(fā)展困境,著力提升民間智庫影響力。本文認為民間智庫影響力指智庫機構對于政策咨詢、學術研究、企業(yè)與社會發(fā)展以及社會輿論等的影響能力,其中民間智庫對政策決策過程的影響能力是衡量一個咨詢機構綜合實力的核心指標。民間智庫影響力的大小指智庫能在多大程度上對政策決策過程產(chǎn)生影響。民間智庫具有廣泛的發(fā)展理論背景,治理理論的訴求,服務型STS理論、知識市場的興起,都將民間智庫推上了現(xiàn)代公共政策研究的前沿。結合民間智庫代表——北京天則經(jīng)濟研究所發(fā)展現(xiàn)狀,可以發(fā)現(xiàn)我國民間智庫面臨著參與公共決策支持水平低、獨立性和創(chuàng)新性特征不明顯、缺乏產(chǎn)品營銷意識與渠道、自身組織管理機制不健全等一系列現(xiàn)實發(fā)展限度。三權分立創(chuàng)設良好政策環(huán)境且慈善傳統(tǒng)發(fā)達的美國智庫、與政黨聯(lián)系密切且注重宣傳推廣的歐洲智庫都為我國民間智庫影響力培育提供了豐富的經(jīng)驗和啟示。提升我國民間智庫綜合影響力的路徑可以分為以下幾個方面:在構建中國特色新型智庫體系的過程中,政府進行配套改革并完善相關法律法規(guī),為民間智庫成長提供政策法律保障;充分調(diào)動人才、資金和關系等社會各項要素,為民間智庫打牢社會根基;完善民間智庫影響力測評、研究過程與成果管理、組織管理和營銷管理機制,從內(nèi)部激發(fā)民間智庫組織的發(fā)展活力。
[Abstract]:State governance is a kind of system and power arrangement for the government, society and individual citizens to manage public affairs in cooperation. The core is to break the monopoly of the public power by the single governance subject of the government through the means of separation of powers, abdication, devolution, empowerment and so on.Promote the return of state power to society.In this process, the state and society achieve the maximization of public objectives and public interests through the process of institutionalized and continuous interaction and cooperation.The important role of think-tank advisory organization in the process of modernization of national governance capacity and governance system has been generally recognized by political and academic circles.China's think-tank construction has entered a new stage of pragmatic cooperation, which is also a key step to improve the national governance capacity.In this context, the weak position of folk think tanks in the pattern of think tanks with Chinese characteristics is difficult to match with the overall development requirements of Chinese think tanks.This paper argues that the influence of private think tanks refers to the ability of think tanks to influence policy advice, academic research, business and social development, and public opinion.Among them, the ability of private think tanks to influence policy decision-making process is the core index to measure the comprehensive strength of an advisory body.The influence of private think tanks refers to the extent to which they can influence the policy-making process.The folk think-tank has the extensive development theory background, the request of the governance theory, the service type STS theory, the rise of the knowledge market, all have pushed the folk think tank to the front of the modern public policy research.Combined with the current development situation of the representative of the non-governmental think-tank, the Beijing Tianze Institute of Economics, we can find that our country's non-governmental think tanks are faced with low level of support for participating in public decision-making, lack of independence and innovative characteristics, and lack of product marketing awareness and channels.Its own organization management mechanism is not perfect and so on a series of realistic development limits.The separation of powers creates American think-tanks with good policy environment and developed philanthropic tradition. European think-tanks, which are closely connected with political parties and pay attention to propaganda and promotion, have provided rich experience and inspiration for the cultivation of the influence of civil think tanks in China.The path to enhance the comprehensive influence of Chinese folk think tanks can be divided into the following aspects: in the process of building a new type of think tank system with Chinese characteristics, the government carries out complementary reforms and consummates the relevant laws and regulations.To provide policy and legal protection for the growth of non-governmental think tanks; to fully mobilize talents, funds and relationships and other social elements, to lay a solid social foundation for non-governmental think tanks; to improve the impact assessment, research process and results management of private think tanks;Organizational management and marketing management mechanism to stimulate the development of non-governmental think-tank organizations from the internal vitality.
