【摘要】：中國(guó)高校智庫(kù)在跨越式發(fā)展過(guò)程中,出現(xiàn)了定位爭(zhēng)議和問(wèn)題意識(shí)模糊的問(wèn)題,根源在于科學(xué)研究和政策實(shí)務(wù)相對(duì)立的傳統(tǒng)觀念。為此,中央設(shè)立了"國(guó)家高端智庫(kù)"試點(diǎn),從一系列文件中可以分析出決策層的考量與需求。而通過(guò)將"社會(huì)工程"與"社會(huì)科學(xué)"相區(qū)分,智庫(kù)的一套選題框架可以展示其獨(dú)特的問(wèn)題意識(shí)。最后,"知行合一"的智庫(kù)觀念革新,既能引導(dǎo)學(xué)術(shù)研究產(chǎn)出更多可踐行的思想,又克服了傳統(tǒng)對(duì)策建議的短視。中國(guó)特色高校智庫(kù)的未來(lái)走向,是揚(yáng)棄美國(guó)政黨政治下的智庫(kù)模式,在思想市場(chǎng)上承擔(dān)更多公共職責(zé)。
[Abstract]:In the course of the leapfrog development of Chinese university think-tanks, the problems of positioning disputes and vague awareness of problems have arisen, which are rooted in the traditional concepts of the opposition between scientific research and policy practice. For this reason, the Central Committee has set up a pilot project of "National High-end think tanks". It is possible to analyse the considerations and needs of decision makers from a series of documents. And by distinguishing "social engineering" from "social science," A framework for selecting topics by think tanks can demonstrate their unique awareness of problems. Finally, the innovation of the concept of "integration of knowledge and practice" can lead academic research to produce more practical ideas. The future trend of the think-tank with Chinese characteristics is to abandon the mode of think-tank under American political party politics and to assume more public responsibilities in the ideological market.
