【摘要】：論文將項目質(zhì)量管理的思路引入電子公文傳輸系統(tǒng)建設(shè),通過建立電子公文傳輸系統(tǒng)建設(shè)項目質(zhì)量管理模式,在很大程度上彌補(bǔ)各級黨委政府部門建設(shè)電子公文傳輸系統(tǒng)建設(shè)項目的不足,對于補(bǔ)充完善電子政務(wù)管理的理論體系具有一定的實踐和理論意義。不僅為電子政務(wù)建設(shè)運行機(jī)制研究開辟了新思路,還改善了公務(wù)人員的工作條件和環(huán)境、減少了辦公人員的工作量、提高了工作質(zhì)量和效率,并且加速機(jī)關(guān)系統(tǒng)管理工作標(biāo)準(zhǔn)化、規(guī)范化、自動化、網(wǎng)絡(luò)化的進(jìn)程。本文以項目質(zhì)量管理理論為指導(dǎo),以項目的質(zhì)量控制為重點,以SSH縣公文傳輸系統(tǒng)建設(shè)為目標(biāo),通過對國內(nèi)外項目質(zhì)量管理和電子公文傳輸系統(tǒng)建設(shè)的狀況進(jìn)行分析和研究,系統(tǒng)研究了SSH縣電子公文傳輸系統(tǒng)的項目質(zhì)量管理。論文首先介紹了研究目的、背景及意義,以及研究方法和主要內(nèi)容。其次,介紹了項目質(zhì)量管理基本理論以及電子政務(wù)、電子公文傳輸系統(tǒng)等相關(guān)概念。再次,分析了SSH縣電子公文傳輸系統(tǒng)建設(shè)項目質(zhì)量管理的現(xiàn)狀及其存在的問題。在此基礎(chǔ)上,構(gòu)建起了該建設(shè)項目質(zhì)量管理體系,并圍繞系統(tǒng)項目的設(shè)計和管理、設(shè)備采購、項目驗收、人員培訓(xùn)系統(tǒng)維護(hù)和驗收文檔歸檔等環(huán)節(jié)提出了質(zhì)量控制措施。
[Abstract]:This paper introduces the idea of project quality management into the construction of electronic document transmission system, and establishes the project quality management mode of electronic document transmission system. To a large extent, it will make up for the deficiencies of the construction project of the electronic document transmission system for party committees and government departments at all levels. It has certain practical and theoretical significance for supplementing and perfecting the theoretical system of e-government management. It not only opens up a new idea for the study of the operational mechanism of e-government construction, but also improves the working conditions and environment of public servants. It reduces the workload of office workers, improves the quality and efficiency of work, and accelerates the process of standardization, standardization, automation and networking of the system management of the organs. This paper is guided by the theory of project quality management. Focusing on the quality control of the project and taking the construction of SSH county official document transmission system as the goal, this paper analyzes and studies the status of project quality management and electronic document transmission system construction at home and abroad. This paper systematically studies the project quality management of SSH electronic document transmission system. Firstly, the paper introduces the research purpose, background and significance, research methods and main contents. Secondly, it introduces the basic theory of project quality management and e-government. Thirdly, this paper analyzes the current situation and existing problems of the construction project quality management of the electronic document transmission system in SSH county. On this basis, the quality management system of the construction project is constructed. The quality control measures are put forward around the system project design and management, equipment purchase, project acceptance, personnel training system maintenance and acceptance document filing.
