基于信息權(quán)力論的智慧城市建設(shè)芻議

Abstract:Withthedevelopmentofglobalizationandinformatization,theglobalstrategicpowerhasbeenforminganewpowerstructurewithintheinfosphere,thenodesofwhicharecommandinghighgrounds—thatarecitieswithabundantinformationinfrastructureandprominentadvantagesintheaccesstoinforma-tion.Sincetheruleofworldcompetitionshaslargelyceasedtobeaforce-to-forceexperienceandthesignifi-canceofinformationiswellrealizedinmodernactivities,ithasbeentheorisedthatinsuchinformationera,theevaluationofthecities'potentialisbecomingmorerelevanttotheinformatizationconstruction.Fromtheperspectiveofthetheoryofinformationpower,moreemphasisshouldbelaidonthestrengthofcities'infor-mationpower,whichrepresentsthepotentialofacity,foritseconomicalandsocialdevelopment.Corre-spondingly,thecriticalobjectiveofpromotingsmartcitiesistoreinforcetheircompetitivepower,intheformofinformationpowercampaign.Thus,thisthesisdefinesinformationpowerwiththreeindexes,includ-ingthemanufacture,acquisitionandthecontrolofinformation,andpickup23smartcitiesinChinatomea-suretheirstrength.ThepaperpointsoutthatthereisavastdifferenceamongcitiesinChinawhenitcomestothefieldofinformationpower,manifestinganunevendevelopmentpattern.Inaddition,theresultpresentsanintriguingoutcomewhentherankingofinformationpowerandcompetitivepowerareputtogetherforref-erence,andtherefore,thisthesisbringsforwardaseriesofdevelopmentstrategiesondifferentemphases,aimingatcitieswhichhaveabiggapbetweenthesetwoformsofpower.

為進(jìn)一步的智慧城市建設(shè)因地制宜提供借鑒。根據(jù)分

析結(jié)論，特別強(qiáng)調(diào)對于信息權(quán)力培育的重視，以及信

息生產(chǎn)、信息獲取和信息控制能力三者的協(xié)調(diào)發(fā)展。

信息權(quán)力進(jìn)行了測度，并將之與城市競爭力評價結(jié)果
