西安廣電網(wǎng)絡(luò)雙向網(wǎng)改業(yè)務(wù)流程再造研究

【摘要】:從2003年起全國各地有線數(shù)字電視整體轉(zhuǎn)換工作的逐漸推動,在這巨大的市場面前,西安廣電網(wǎng)絡(luò)近年來卻一直因?yàn)殡p向網(wǎng)改造業(yè)務(wù)進(jìn)程緩慢、效率低下等問題無法確立市場優(yōu)勢。為了保持市場競爭性,西安廣電網(wǎng)絡(luò)必須加快小區(qū)雙向網(wǎng)改建設(shè),提高雙向網(wǎng)改業(yè)務(wù)流程效率,增加廣電增值業(yè)務(wù)范圍。本文正是借鑒企業(yè)業(yè)務(wù)流程再造理論中系統(tǒng)改進(jìn)法,試圖解決公司所面臨的問題。 本文從目前廣電行業(yè)的發(fā)展和科學(xué)的業(yè)務(wù)流程管理理念出發(fā),首先,介紹了西安廣電網(wǎng)絡(luò)公司目前有線網(wǎng)絡(luò)產(chǎn)業(yè)在“三網(wǎng)融合”以及“雙向網(wǎng)改”業(yè)務(wù)中的生存和發(fā)展特征,介紹了國內(nèi)外有關(guān)流程管理的理論研究狀況,重點(diǎn)說明了在有線電視雙向網(wǎng)改中,現(xiàn)有的業(yè)務(wù)流程管理模式存在缺乏行業(yè)標(biāo)準(zhǔn)、規(guī)范化等問題。通過梳理了有關(guān)業(yè)務(wù)流程再造的理論和方法模型,并且結(jié)合對西安廣電網(wǎng)絡(luò)的組織結(jié)構(gòu)現(xiàn)狀以及在雙向網(wǎng)改造流程中出現(xiàn)的問題的研究,提出了業(yè)務(wù)流程再造理論在廣電網(wǎng)絡(luò)雙向網(wǎng)改業(yè)務(wù)上具有相當(dāng)?shù)目尚行院捅匾?再通過對企業(yè)在項(xiàng)目環(huán)節(jié)優(yōu)化、成員結(jié)構(gòu)優(yōu)化、流程系統(tǒng)優(yōu)化過程和成本管理四個(gè)方面系統(tǒng)的為雙向網(wǎng)改造搭建起新的業(yè)務(wù)流程。最后從建立高效組織管理體系以及強(qiáng)化對雙向網(wǎng)改造業(yè)務(wù)流程管控這兩方面為新流程制定了可行措施。 西安地區(qū)在數(shù)字電視新業(yè)務(wù)領(lǐng)域的建設(shè)還處在相對落后的局面,本文在分析調(diào)研過程中,應(yīng)用了流程描述、流程再造、流程設(shè)計(jì)和流程優(yōu)化等工具和方法,緊緊圍繞流程系統(tǒng)改進(jìn)的方法體系對所研究的對象進(jìn)行流程優(yōu)化再造,并且總結(jié)出了一套有效提升雙向網(wǎng)改造流程運(yùn)行效率以及人員結(jié)構(gòu)調(diào)配的方案,以期望能夠達(dá)到提高業(yè)務(wù)流程效率的目的,為公司發(fā)展助飛。
[Abstract]:Since 2003, the whole conversion of cable digital television has been gradually promoted in all parts of the country. In front of this huge market, Xi'an Radio and Television Network has been slow to transform its business because of the two-way network in recent years. Inefficiency and other problems can not establish a market advantage. In order to keep the market competitive, Xi'an radio and television network must speed up the construction of bidirectional network transformation, improve the efficiency of two-way network transformation business process, and increase the scope of value-added services. This paper tries to solve the problems faced by the company by referring to the system improvement method in the theory of business process reengineering (BPR). Based on the current development of radio and television industry and scientific business process management concept, this paper first introduces the existence and development characteristics of Xi'an Radio and Television Company's current cable network industry in "three networks convergence" and "two-way network reform" business. This paper introduces the theoretical research status of process management at home and abroad, and emphasizes on the lack of industry standard and standardization in the existing business process management mode in the reform of CATV two-way network. Through combing the theory and method model of business process reengineering, and combining with the research on the present situation of the organization structure of Xi'an radio and television network and the problems in the process of bidirectional network transformation, This paper puts forward the theory of business process reengineering (BPR), which is feasible and necessary in radio and television network bidirectional network transformation, and then optimizes the enterprise's project link and member structure. Process system optimization process and cost management four aspects of the system for two-way network reconstruction to build a new business process. Finally, the feasible measures for the new process are put forward from the aspects of setting up an efficient organization management system and strengthening the management and control of the business process of the bidirectional network transformation. The construction of new business field of digital TV in Xi'an area is still relatively backward. In the process of analysis and investigation, this paper applies tools and methods such as process description, process reengineering, process design and process optimization, etc. The process optimization and reengineering is carried out around the improved method system of the process system, and a set of effective schemes to improve the operation efficiency and the personnel structure deployment of the bidirectional network transformation process are summarized. In order to achieve the purpose of improving the efficiency of business processes, to help the development of the company.
