開發(fā)區(qū)污水處理廠提級工程項目的成本管理研究

【摘要】:水是人類生產(chǎn)、生活的必要資源,是整個社會可持續(xù)發(fā)展的重要支柱,近年來城市化、工業(yè)化的高速發(fā)展,給全球資源、環(huán)境都帶來了巨大的壓力。 北京經(jīng)濟技術(shù)開發(fā)區(qū)污水處理廠提級改造工程是為配合市政府對北京市范圍內(nèi)污水處理廠提級改造的要求,促進排污總量削減目標的實現(xiàn),推進開發(fā)區(qū)“國家水資源綜合利用示范區(qū)”建設(shè)的重要舉措,對開發(fā)區(qū)水環(huán)境保護,社會效益提升具有重要作用。 污水處理廠提級改造項目投資大,如不做嚴格的項目成本管理,以目前的財政資金狀況將難以完成該工程。本文通過運用項目管理中的相關(guān)理論和方法,找出影響成本控制的關(guān)鍵因素,在總結(jié)方法和經(jīng)驗的基礎(chǔ)上提出對策,實現(xiàn)對污水處理廠提級改造項目成本的有效控制。 本文闡述了工程項目成本控制的一般原理,詳述了相關(guān)理論的內(nèi)涵,進而介紹了開發(fā)區(qū)污水處理廠提級改造工程項目的建設(shè)背景和概況。重點對工程項目決策階段和設(shè)計階段進行研究,對多種污水處理工藝和污水處理中使用的關(guān)鍵設(shè)備運用價值工程法進行對比和研究,找出了既能滿足出水水質(zhì),又能大幅度節(jié)約項目成本的最佳污水處理工藝組合(SBR+MBBR+CMF)和關(guān)鍵設(shè)備選型,從而使整個項目成本得到了成功的控制。其次通過使用掙值法對項目進行分析和研究,找出了影響項目進度的因素,并對其進行調(diào)整,使項目進度得以控制。開發(fā)區(qū)污水處理廠提級工程通過使用項目成本控制的方法,最終實現(xiàn)了項目成本的控制目標,并取得了良好的效果。

The upgrading project of the sewage treatment plant of the Beijing economic and Technological Development Zone is to meet the requirements of the municipal government to upgrade the sewage treatment plant in the Beijing City, promote the realization of the target of the total emission reduction and promote the construction of the "national water resource comprehensive utilization demonstration area" in the Development Zone, and to protect the water environment and social benefits of the development zone. In the wastewater treatment plant, the investment of the upgrading project is large. If the project cost management is not done strictly, it is difficult to complete the project with the current financial capital condition. By using the related theories and methods in the project management, this paper finds out the key factors affecting the cost control, and puts forward the Countermeasures on the basis of the summary method and experience to realize the sewage. This paper expounds the general principle of the cost control of the project, expounds the connotation of the related theory, and then introduces the construction background and general situation of the upgrading project of the sewage treatment plant of the development zone. It focuses on the study of the decision-making stage and the design stage of the project, and the key to the use of various sewage treatment processes and sewage treatment. Using value engineering method to compare and study, find out the best sewage treatment process combination (SBR+MBBR+CMF) and key equipment selection which can not only meet the water quality, but also greatly save the project cost, so that the whole project cost has been successfully controlled. Secondly, through the use of earned value method to analyze and study the project, find out. The factors that affect the progress of the project are adjusted to make the project schedule control. By using the method of project cost control, the project cost control target is realized, and the good results have been achieved.
