【摘要】：隨著傳統(tǒng)工業(yè)化社會(huì)到現(xiàn)代信息化社會(huì)的轉(zhuǎn)變,社會(huì)的項(xiàng)目化程度日益突出。如：電力改造項(xiàng)目、城市供熱項(xiàng)目、市政管網(wǎng)項(xiàng)目等與我們切身生活息息相關(guān)的項(xiàng)目,其管理均包括時(shí)間管理、成本管理、質(zhì)量管理、風(fēng)險(xiǎn)管理及項(xiàng)目采購(gòu)管理等。項(xiàng)目的成敗除了立項(xiàng)的可行性外,更重要的是其實(shí)施過(guò)程的管理質(zhì)量。要使一個(gè)項(xiàng)目能在節(jié)約成本、降低風(fēng)險(xiǎn)、確保質(zhì)量、保證工期的情況順利通過(guò)竣工驗(yàn)收,除了各管理環(huán)節(jié)的有效協(xié)調(diào)和配合外,作為項(xiàng)目管理基石的采購(gòu)管理則是重中之重,不容忽視。也是如今管理者實(shí)現(xiàn)項(xiàng)目有效管理的首要研究對(duì)象。 本文在總結(jié)一些學(xué)者對(duì)項(xiàng)目采購(gòu)管理的研究理論成果的基礎(chǔ)上,首先,對(duì)陜西一家擁有三十九年歷史的老牌民營(yíng)工程公司——YH公司目前的企業(yè)情況、項(xiàng)目采購(gòu)管理現(xiàn)狀及存在問(wèn)題等進(jìn)行深入淺出的研究。其次,在明確本次要給YH公司進(jìn)行項(xiàng)目采購(gòu)管理方案改善對(duì)策的目的和設(shè)計(jì)原則后,通過(guò)對(duì)企業(yè)制度的梳理、人力資源配套的設(shè)計(jì)、項(xiàng)目采購(gòu)流程的補(bǔ)充和細(xì)化、企業(yè)文化的建設(shè)性意見(jiàn)探討,最終提出具體改善措施。再次,為了確保方案改善措施的有效、成功實(shí)施,提出方案實(shí)施需要的制度保障措施。并強(qiáng)調(diào)用企業(yè)文化來(lái)影響和熏陶全員,強(qiáng)化意識(shí)。最后,作為論文的落筆點(diǎn),總結(jié)性說(shuō)明課題的研究結(jié)論及有待進(jìn)一步研究的問(wèn)題。 本文在課題研究的過(guò)程中關(guān)于子母公司技術(shù)資源共享及提倡人文化項(xiàng)目管理等創(chuàng)新點(diǎn),期望給予同行企業(yè)提供參考與借鑒。
[Abstract]:With the transformation from traditional industrialized society to modern information society, the degree of social project becomes more and more prominent. For example: the electric power transformation project, the city heating project, the municipal pipe network project and so on is closely related to our life projects, its management all includes the time management, the cost management, the quality management, the risk management and the project purchase management and so on. The success or failure of the project is not only the feasibility of project establishment, but also the management quality of its implementation process. In order to save the cost, reduce the risk, ensure the quality and guarantee the completion and acceptance of the project, in addition to the effective coordination and cooperation of the various management links, procurement management, as the cornerstone of project management, is the most important. We should not neglect it It is also the primary research object for managers to realize effective project management. On the basis of summarizing the theoretical achievements of some scholars on project procurement management, firstly, this paper analyzes the current situation of YH Company, a veteran private engineering company with a history of 39 years, in Shaanxi Province. The current situation and existing problems of project purchasing management are studied in detail. Secondly, after clarifying the purpose and design principles of improving the project procurement management program for YH Company, through the combing of enterprise system, the design of human resources matching, the supplement and refinement of project procurement process, The constructive opinion of the enterprise culture discusses, finally puts forward the concrete improvement measure. Thirdly, in order to ensure the effective and successful implementation of the scheme improvement measures, the system guarantee measures are put forward. And emphasize the use of corporate culture to influence and edify the entire staff, strengthen awareness. Finally, as the writing point of the thesis, the conclusion of the research and the problems to be further studied are explained. In the course of the research, this paper hopes to provide reference and reference to the peer enterprises in the innovation of sharing technical resources and promoting the management of human culture project in the sub-mother company.
