【摘要】：國家應(yīng)急管理現(xiàn)代化包括國家應(yīng)急管理體系現(xiàn)代化和國家應(yīng)急管理能力現(xiàn)代化兩個方面的內(nèi)容,其衡量標準應(yīng)當從"一案三制"、應(yīng)急管理的過程性能力及應(yīng)急能力成熟度等方面進行構(gòu)建。國家應(yīng)急管理現(xiàn)代化的實現(xiàn)可以從樹立現(xiàn)代應(yīng)急管理理念、優(yōu)化"碎片化"的政府應(yīng)急管理體制、加強應(yīng)急預(yù)案體系的效能化建設(shè)、健全應(yīng)急管理的非流程機制、建構(gòu)政府主導的"多中心"應(yīng)急管理主體體系、持續(xù)改進多元主體的應(yīng)急能力成熟度等方面努力。
[Abstract]:The modernization of the national emergency management includes the modernization of the national emergency management system and the modernization of the national emergency management capacity. Its measurement standard should be constructed from the aspects of "one case three systems", the process ability of emergency management and the maturity of emergency ability. To realize the modernization of national emergency management, we can set up the modern emergency management idea, optimize the government emergency management system of "fragmentation", strengthen the efficiency construction of emergency plan system, and perfect the non-flow mechanism of emergency management. To construct the government-led multi-center emergency management system and to continuously improve the maturity of multi-agent emergency management.
