安徽省氣象局財(cái)務(wù)精細(xì)化管理研究

【摘要】:隨著社會(huì)公共財(cái)政改革的不斷發(fā)展,以及《國(guó)務(wù)院關(guān)于進(jìn)一步加強(qiáng)氣象工作的通知》,氣象事業(yè)在人們的生活中占據(jù)著越來(lái)越重要的位置,中央財(cái)政部門(mén)對(duì)氣象業(yè)務(wù)的投入也在逐年增加,氣象事業(yè)保持了一個(gè)良好的發(fā)展勢(shì)頭,并取得了舉世矚目的成就。但是,隨著中央投入的加大,對(duì)這些資金投入的管理和使用成為了氣象事業(yè)發(fā)展過(guò)程中需要重點(diǎn)關(guān)注的問(wèn)題,傳統(tǒng)的財(cái)務(wù)管理模式在一定程度上已經(jīng)很難適應(yīng)現(xiàn)代發(fā)展的需要,相對(duì)于傳統(tǒng)的粗放式財(cái)務(wù)管理模式,精細(xì)化管理是全新的理論與概念,主要目標(biāo)是明確財(cái)務(wù)管理的定位與功能,通過(guò)信息化、標(biāo)準(zhǔn)化、規(guī)范化的管理方式,形成完善的工作管理制度、問(wèn)責(zé)制與評(píng)估體系,有效提升財(cái)務(wù)管理的效率與管理質(zhì)量。 實(shí)行精細(xì)化管理的財(cái)務(wù)模式是新形勢(shì)下氣象事業(yè)發(fā)展的需要,是對(duì)現(xiàn)有財(cái)務(wù)管理方式、方法的完善和規(guī)范,從某種意義上說(shuō),也是對(duì)財(cái)務(wù)管理方式的一次改革。氣象部門(mén)實(shí)行“雙重領(lǐng)導(dǎo)、部門(mén)為主”的管理體制,加之市縣氣象局所具有的“點(diǎn)多面廣、高度分散”、單位小、人員少的特點(diǎn),在尊重和保護(hù)其行使獨(dú)立法人權(quán)利的前提下,實(shí)行精細(xì)化管理具有客觀必要性。通過(guò)精細(xì)化管理可以進(jìn)一步規(guī)范成本管理等財(cái)務(wù)活動(dòng),提高監(jiān)督制約能力,加大風(fēng)險(xiǎn)防控手段,從而確保資金的安全有效使用,提供科學(xué)可行的財(cái)務(wù)分析數(shù)據(jù),更為科學(xué)理財(cái)提供決策依據(jù)。為此,氣象部門(mén)在保障經(jīng)濟(jì)社會(huì)發(fā)展、國(guó)家安全和可持續(xù)發(fā)展的基礎(chǔ)上,通過(guò)全面提高財(cái)務(wù)管理的科學(xué)化精細(xì)化水平,將部門(mén)預(yù)算等改革落實(shí)到財(cái)務(wù)工作的各個(gè)方面,將財(cái)務(wù)管理工作緊扣科學(xué)發(fā)展,做到謀劃好發(fā)展,保障好發(fā)展,統(tǒng)籌好發(fā)展,推動(dòng)氣象事業(yè)又好又快的健康發(fā)展,并為建設(shè)具有世界先進(jìn)水平的氣象現(xiàn)代化體系提供保障。 本文共分五個(gè)章節(jié)內(nèi)容,在前人研究的基礎(chǔ)上詳細(xì)闡述了事業(yè)單位財(cái)務(wù)精細(xì)化管理的內(nèi)涵、特征和意義,再通過(guò)剖析安徽省氣象局財(cái)務(wù)管理的現(xiàn)狀,指明存在的弊端并引出實(shí)施財(cái)務(wù)精細(xì)化管理的必要性;同時(shí),以安徽省氣象局為研究對(duì)象,重點(diǎn)論述了財(cái)務(wù)精細(xì)化管理模式的內(nèi)容,包括基本原則、主要目標(biāo)、主要內(nèi)容以及工作流程,并通過(guò)具體數(shù)據(jù)闡明了實(shí)施財(cái)務(wù)精細(xì)化管理帶來(lái)的顯著成效;最后通過(guò)分析氣象部門(mén)財(cái)務(wù)管理的特點(diǎn),提出進(jìn)一步完善財(cái)務(wù)精細(xì)化管理的具體措施。 本文的特色之處在于,借鑒國(guó)內(nèi)外對(duì)財(cái)務(wù)管理研究的一些成熟經(jīng)驗(yàn)和做法,同時(shí)結(jié)合氣象部門(mén)這一特殊體制的參公管理的事業(yè)單位,并以安徽省氣象局為例論述實(shí)施精細(xì)化管理的必要性以及成效,為氣象系統(tǒng)以及其他事業(yè)單位開(kāi)展精細(xì)化管理提供一定程度可以借鑒的內(nèi)容。
[Abstract]:With the continuous development of the reform of social public finance and the State Council's Circular on further strengthening Meteorological work, meteorological undertakings are playing an increasingly important role in people's lives. The central financial department's investment in meteorological business is also increasing year by year. The meteorological industry has maintained a good development momentum and made remarkable achievements. However, with the increase of central investment, the management and use of these funds has become a key issue in the process of meteorological development. To some extent, the traditional financial management model has been difficult to adapt to the needs of modern development. Compared with the traditional extensive financial management mode, fine management is a new theory and concept, the main goal is to define the position and function of financial management, through information, standardization, standardized management, Form a perfect job management system, accountability and evaluation system, effectively improve the efficiency and management quality of financial management. The financial mode of fine management is the need of the development of meteorological cause under the new situation, the perfection and standardization of the existing financial management methods, and, in a certain sense, the reform of the financial management mode. The meteorological departments implement a management system of "double leadership and sector-based," in addition to the characteristics of the city and county meteorological offices, which are characterized by "wide and highly dispersed points," small units and fewer personnel, under the premise of respecting and protecting their exercise of the rights of independent legal persons, It is necessary to carry out fine management. The fine management can further standardize the financial activities such as cost management, improve the ability of supervision and restriction, increase the means of risk prevention and control, ensure the safe and effective use of funds, and provide scientific and feasible financial analysis data. More scientific financial management to provide decision-making basis. To this end, on the basis of ensuring economic and social development, national security and sustainable development, the meteorological department, by comprehensively improving the scientific and refined level of financial management, implements the reform of the department's budget into all aspects of financial work. The work of financial management should be closely linked to the scientific development, so as to plan well for development, ensure good development, coordinate well development, promote the sound and rapid development of meteorological undertakings, and provide guarantee for the construction of a modern meteorological system with advanced levels in the world. This paper is divided into five chapters, on the basis of previous studies, this paper expounds in detail the connotation, characteristics and significance of financial fine management in institutions, and then analyzes the current situation of financial management in Anhui Meteorological Bureau. At the same time, taking the Anhui Meteorological Bureau as the research object, the contents of the financial fine management mode, including the basic principles, the main objectives, are discussed. The main content and workflow, and through the specific data to clarify the implementation of financial refinement management brought about remarkable results; finally, through the analysis of the characteristics of the meteorological department financial management, put forward further improvement of the specific measures of financial refinement management. The characteristics of this paper are that we can draw lessons from some mature experience and practice of financial management research at home and abroad, and combine with meteorological department, a special system of public management institutions, Taking Anhui Meteorological Bureau as an example, the necessity and effect of implementing fine management are discussed, which can be used for reference to some extent for meteorological system and other institutions to carry out fine management.
