新滬昆鐵路客運專線貴州段項目管理研究

【摘要】:隨著我國國民經(jīng)濟的崛起,我國鐵路網(wǎng)建設(shè)也取得了長足的進展,尤其是高速鐵路系統(tǒng)的技術(shù)進步。截止到2013年底,運營里程已突破10萬公里大關(guān)。根據(jù)調(diào)整后的《中長期鐵路網(wǎng)規(guī)劃》,預(yù)計到2020年底,中國鐵路營業(yè)里程將達到12萬公里以上。一方面,我國鐵路基建項目在今后一段時期仍保持增長態(tài)勢,鐵路基建項目可以拉動多行業(yè)產(chǎn)業(yè)鏈;而另一方面,承擔鐵路基建項目的公司幾乎都是微利或虧損,其重要原因之一就是項目管理的粗放性。因此,鐵路基建項目管理研究具有重要的實踐價值和理論研究意義。本文以項目管理理論為指導(dǎo),以滬昆高速鐵路客運專線貴州段項目為研究對象,主要工作如下: 首先,對研究背景及項目來源進行了闡述,在研究與分析了國內(nèi)外高鐵工程項目管理現(xiàn)狀的基礎(chǔ)上,確立了研究的范圍、目標和方法,提出了以項目的生命周期為主線對項目實施管理,確定了論文研究的框架及主要內(nèi)容; 其次,綜述了項目管理的相關(guān)理論,為下述研究奠定了理論基礎(chǔ);闡述了滬昆高速鐵路客運專線貴州段的項目目標,主要技術(shù)要求;對項目的環(huán)境進行了分析;并對承擔項目公司的技術(shù)水平、資質(zhì)等進行了簡介;對沙特麥加鐵路項目典型案例等進行剖析; 第三,根據(jù)項目管理生命期理論和實踐相結(jié)合的原則,在項目啟動階段,論述了研究對象的啟動準備,其中包括組織準備、技術(shù)準備、物資準備、施工現(xiàn)場準備等;在提出解決方案階段,主要識別了項目的工作范圍,確定了項目的工作分解結(jié)構(gòu),編制項目的進度管理計劃、成本計劃和質(zhì)量管理計劃等;在項目的實施與監(jiān)控階段,介紹了項目的施工特點,論述了項目的重點難點及對策、項目的進度、成本、質(zhì)量的實施與監(jiān)控;在項目的結(jié)束階段主要進行項目的驗收和評估。 最后,結(jié)合本項目的計劃和實施過程,探討和剖析了企業(yè)在承擔工程項目的建設(shè)中,如何充分的做好前期的準備,根據(jù)項目的實際情況制定詳盡的工作計劃,協(xié)調(diào)公司和客戶的關(guān)系,合理的利用已有的資源,統(tǒng)籌工作范圍、進度、成本和質(zhì)量等要素以實現(xiàn)項目的目標;并對全文進行了總結(jié)與展望。
[Abstract]:With the rise of our national economy, great progress has been made in the construction of railway network, especially in the technical progress of high-speed railway system.By the end of 2013, operating mileage has broken through the 100000 km mark.According to the adjusted medium and long term Railway Network Plan, it is estimated that by the end of 2020, the operating mileage of Chinese railways will reach more than 120000 km.On the one hand, China's railway infrastructure projects will continue to grow for some time to come, and railway infrastructure projects can pull up multi-industry industrial chains. On the other hand, almost all the companies undertaking railway infrastructure projects have made little profits or lost money.One of the important reasons is the extensive nature of project management.Therefore, the research of railway infrastructure project management has important practical value and theoretical significance.Guided by the project management theory, this paper takes the project of Guizhou section of Hu-Kun high-speed railway passenger dedicated line as the research object. The main work is as follows:First of all, the research background and the source of the project are expounded. On the basis of the research and analysis of the current situation of the high-speed rail project management at home and abroad, the scope, objectives and methods of the research are established.Taking the life cycle of the project as the main line, this paper puts forward the implementation management of the project, and determines the framework and main contents of the paper.Secondly, it summarizes the relevant theories of project management, which lays a theoretical foundation for the following research; expounds the project objectives, main technical requirements of Guizhou section of the Shanghai-Kunming high-speed railway passenger dedicated line, and analyzes the project environment;The technical level and qualification of the undertaking project company are briefly introduced, and the typical cases of Saudi Mecca railway project are analyzed.Thirdly, according to the principle of combining the theory and practice of project management life cycle, in the stage of project start-up, the paper discusses the starting preparation of the research object, including organization preparation, technical preparation, material preparation, construction site preparation and so on.In the phase of proposing the solution, the work scope of the project is identified, the work breakdown structure of the project is determined, the schedule management plan, the cost plan and the quality management plan of the project are worked out.This paper introduces the construction characteristics of the project, discusses the key difficulties and countermeasures of the project, the implementation and monitoring of the progress, cost and quality of the project, and mainly carries out the acceptance and evaluation of the project at the end of the project.Finally, combined with the planning and implementation process of the project, this paper discusses and analyzes how the enterprise should fully prepare for the early stage and make a detailed work plan according to the actual situation of the project in undertaking the construction of the project.Coordinate the relationship between the company and the customer, make use of the existing resources reasonably, coordinate the work scope, schedule, cost and quality to achieve the goal of the project, and summarize and prospect the full text.
