【摘要】：醫(yī)院資源計(jì)劃（Hospital Resource Planning）是醫(yī)院引入ERP（Enterprise ResourcePlanning企業(yè)資源計(jì)劃）的成功管理思想和技術(shù)，融合現(xiàn)代化管理理念和流程，整合醫(yī)院已有信息資源，，創(chuàng)建一套支持醫(yī)院整體運(yùn)行管理的統(tǒng)一高效、互聯(lián)互通、信息共享的系統(tǒng)化醫(yī)院資源管理平臺(tái)。 本課題中的醫(yī)院固定資產(chǎn)管理系統(tǒng)，是醫(yī)院綜合運(yùn)營(yíng)管理系統(tǒng)（簡(jiǎn)稱(chēng)HRP）子系統(tǒng)之一，以滿(mǎn)足南方醫(yī)科大學(xué)珠江醫(yī)院固定資產(chǎn)管理的需求為目標(biāo)，針對(duì)我院固定資產(chǎn)管理的現(xiàn)狀和信息化要求，設(shè)計(jì)實(shí)現(xiàn)一套操作簡(jiǎn)單、使用的固定資產(chǎn)信息管理系統(tǒng)。本課題要反映固定資產(chǎn)的兩種運(yùn)動(dòng)狀態(tài)，物質(zhì)運(yùn)動(dòng)狀態(tài)和價(jià)值運(yùn)動(dòng)狀態(tài)，以便于使用者、管理者和決策者比較清晰地掌握資產(chǎn)的運(yùn)動(dòng)過(guò)程；涵蓋固定資產(chǎn)管理的各個(gè)方面，做到全面、動(dòng)態(tài)的管理；改善資產(chǎn)管理人員的工作強(qiáng)度，提高工作效率，為領(lǐng)導(dǎo)層提供決策依據(jù)。 在本課題中，本人司分析人員一職，并參與功能測(cè)試工作。在項(xiàng)目前期，先通過(guò)跟班作業(yè)、開(kāi)調(diào)查會(huì)、詢(xún)問(wèn)、需求調(diào)查表和查閱與原系統(tǒng)有關(guān)的數(shù)據(jù)記錄等方式進(jìn)行需求獲取，形成《用戶(hù)需求說(shuō)明書(shū)》，然后使用Sybase Powerdesigner進(jìn)行概念數(shù)據(jù)模型設(shè)計(jì)，在將系統(tǒng)分解為若干子模塊,確定各子模塊的目標(biāo)、功能及其相互關(guān)系，最后負(fù)責(zé)利用黑盒測(cè)試法進(jìn)行軟件產(chǎn)品的功能測(cè)試，并形成測(cè)試報(bào)告。 本系統(tǒng)采用B/S結(jié)構(gòu)，以我院現(xiàn)有配置的服務(wù)器及主流的WINDOWS SERVER服務(wù)器操作系統(tǒng)作為基礎(chǔ)，客戶(hù)端操作系統(tǒng)為Windows98/XP/Vista/Windows7/Windows8，客戶(hù)端PC機(jī)為主流辦公PC，數(shù)據(jù)庫(kù)采用SQL SERVER，程序開(kāi)發(fā)語(yǔ)言為JAVA。 本系統(tǒng)主要通過(guò)建立設(shè)備檔案，對(duì)設(shè)備購(gòu)置計(jì)劃、招標(biāo)、合同、審批、付款、安裝調(diào)試、使用、計(jì)量、維修、提取折舊、報(bào)殘進(jìn)行全程的記錄和管理。同時(shí)，該系統(tǒng)符合醫(yī)院新財(cái)務(wù)、會(huì)計(jì)制度對(duì)固定資產(chǎn)管理的要求；根據(jù)預(yù)算批準(zhǔn)項(xiàng)目進(jìn)行招標(biāo)采購(gòu)；進(jìn)行條形碼管理，對(duì)設(shè)備增加、減少、盤(pán)盈、盤(pán)虧進(jìn)行核算，期末產(chǎn)生報(bào)表；對(duì)大型設(shè)備進(jìn)行單機(jī)核算及耗材的核算與管理，并做出效益評(píng)價(jià)和分析；實(shí)現(xiàn)固定資產(chǎn)管理與財(cái)務(wù)系統(tǒng)、成本管理系統(tǒng)、HIS系統(tǒng)等其他業(yè)務(wù)子系統(tǒng)之間的數(shù)據(jù)共享。 該系統(tǒng)的設(shè)計(jì)及開(kāi)發(fā)將實(shí)現(xiàn)我院固定資產(chǎn)的全過(guò)程管理，規(guī)范日常工作流程，提高辦事效率，并可為領(lǐng)導(dǎo)層提供決策依據(jù)。
[Abstract]:Hospital Resource planning is the successful management idea and technology of introducing ERP(Enterprise ResourcePlanning enterprise resource planning, which integrates the modern management idea and process, and integrates the existing information resources of the hospital. To establish a systematic hospital resource management platform which supports the overall operation and management of the hospital, which is highly efficient, interconnected and information sharing. The hospital fixed assets management system in this subject is one of the subsystems of the hospital comprehensive operation management system (HRPfor short), which aims to meet the demand of the fixed assets management in Zhujiang Hospital of Southern Medical University. In view of the present situation and information requirement of the fixed assets management in our hospital, a set of fixed assets information management system is designed and implemented, which is simple to operate and uses. This subject should reflect the two kinds of movement state of fixed assets, material motion state and value motion state. In order to facilitate users, managers and decision makers to grasp the movement of assets more clearly, covering all aspects of fixed asset management, achieve comprehensive and dynamic management, improve the work intensity of asset managers, improve work efficiency, Provide decision-making basis for the leadership. In this project, I am an analyst, and participate in the function testing. In the early stage of the project, we first through the following work, open an investigation meeting, ask, The requirement questionnaire and the data records related to the original system are used to obtain the requirements, and the user requirement statement is formed. Then the conceptual data model is designed with Sybase Powerdesigner, and the system is decomposed into several sub-modules. The goal, function and relationship of each sub-module are determined. Finally, the function test of software product is carried out by using black box test method, and the test report is formed. The system adopts the structure of B / S, based on the existing server and the mainstream WINDOWS SERVER server operating system, the client operating system is Windows 98 / XP / Vista / Windows 7 / Windows 8, the client PC is the mainstream office PC, the database is SQL server, and the program development language is Java. The system records and manages the equipment purchase plan, bidding, contract, examination and approval, payment, installation, commissioning, use, metering, maintenance, depreciation extraction, residue reporting, etc., through the establishment of equipment files, bidding, contracts, approval, payment, installation and commissioning, use, measurement, maintenance, extraction of depreciation, and reporting of residues. The system meets the requirements of the new financial and accounting system of the hospital for the management of fixed assets; bidding and purchasing according to the budget approval project; carrying out barcode management; accounting for equipment increase, reduction, profit and deficit, and producing statements at the end of the period; Single machine accounting and consumable material accounting and management for large equipment are carried out, and benefit evaluation and analysis are made, and data sharing among other business subsystems such as fixed assets management and financial system, cost management system and his system is realized. The design and development of the system will realize the whole process management of the fixed assets of our hospital, standardize the daily work flow, improve the work efficiency, and provide the decision basis for the leadership.
