【摘要】：財(cái)務(wù)報(bào)銷是企業(yè)或行政事業(yè)單位的工作人員,將在業(yè)務(wù)活動(dòng)中所發(fā)生的經(jīng)濟(jì)支出原始憑證到財(cái)務(wù)部門核銷的一種手續(xù)。它是會(huì)計(jì)核算中的第一步,也是關(guān)鍵的一步。隨著社會(huì)經(jīng)濟(jì)的快速發(fā)展,一些國(guó)際著名的IT公司如Microsoft、IBM,在ERP的基礎(chǔ)上,利用自身的開發(fā)能力,成功實(shí)現(xiàn)了網(wǎng)上審批系統(tǒng)和財(cái)務(wù)系統(tǒng)的前端數(shù)據(jù)共享。國(guó)內(nèi)一些先進(jìn)單位也對(duì)財(cái)務(wù)管理提出了更高的要求,逐漸認(rèn)識(shí)到網(wǎng)絡(luò)報(bào)銷對(duì)財(cái)務(wù)管理的重要性。當(dāng)前公安業(yè)務(wù)復(fù)雜多變,傳統(tǒng)的報(bào)銷形勢(shì)已無(wú)法滿足現(xiàn)階段業(yè)務(wù)的快速增長(zhǎng),隨之產(chǎn)生的問(wèn)題也越來(lái)越多,因此發(fā)展網(wǎng)上財(cái)務(wù)報(bào)銷系統(tǒng)已成為當(dāng)前十分迫切的議題。網(wǎng)上財(cái)務(wù)報(bào)銷系統(tǒng)是一個(gè)基于工作流平臺(tái)開發(fā)的復(fù)雜軟件系統(tǒng),該系統(tǒng)功能主要涵蓋網(wǎng)上借款、網(wǎng)上報(bào)銷、財(cái)務(wù)項(xiàng)目預(yù)算管理、項(xiàng)目信息查詢等,涉及單位內(nèi)部財(cái)務(wù)項(xiàng)目的管理全過(guò)程。該系統(tǒng)是以單位成本管理為核心,圍繞財(cái)務(wù)審批流程,有效控制費(fèi)用,提高工作效率,并通過(guò)費(fèi)用事前管理,事中控制及事后分析,實(shí)現(xiàn)財(cái)務(wù)報(bào)銷管理全過(guò)程的實(shí)時(shí)控制,為單位帶來(lái)直接和間接的經(jīng)濟(jì)效益。本文所設(shè)計(jì)的網(wǎng)絡(luò)報(bào)銷系統(tǒng)著眼于解決費(fèi)用報(bào)銷目前存在的問(wèn)題,結(jié)合其便捷、實(shí)用的優(yōu)越性,通過(guò)信息化建設(shè),初步實(shí)現(xiàn)費(fèi)用報(bào)銷業(yè)務(wù)的無(wú)紙化操作,提高財(cái)務(wù)工作的工作效率。在網(wǎng)絡(luò)報(bào)銷系統(tǒng)中,報(bào)銷人只需要在網(wǎng)上完成報(bào)銷信息的填寫、提交,領(lǐng)導(dǎo)不必受時(shí)間和地域的限制,直接通過(guò)網(wǎng)絡(luò)進(jìn)行審批;而財(cái)務(wù)人員則及時(shí)核查原始單據(jù),對(duì)于準(zhǔn)確無(wú)誤的單據(jù),信息系統(tǒng)自動(dòng)產(chǎn)生相應(yīng)的憑證。還能將公安局網(wǎng)上財(cái)務(wù)報(bào)銷系統(tǒng)所存儲(chǔ)的信息傳輸?shù)紼RP(公安局資源規(guī)劃)系統(tǒng)中,避免信息的重復(fù)錄用;倘若需要數(shù)據(jù),可直接從ERP系統(tǒng)中對(duì)財(cái)務(wù)數(shù)據(jù)進(jìn)行調(diào)用,從而實(shí)現(xiàn)信息的共享和整合。結(jié)合公安機(jī)關(guān)報(bào)銷現(xiàn)狀,從系統(tǒng)業(yè)務(wù)需求、軟件功能設(shè)計(jì)與實(shí)現(xiàn)以及系統(tǒng)測(cè)試等方面,圍繞著公安機(jī)關(guān)實(shí)際業(yè)務(wù)報(bào)銷需要,對(duì)該系統(tǒng)進(jìn)行分析和設(shè)計(jì),以公安機(jī)關(guān)費(fèi)用報(bào)銷系統(tǒng)需求分析和功能設(shè)計(jì)為基礎(chǔ),采用ASP.net技術(shù)對(duì)系統(tǒng)的各功能模塊進(jìn)行設(shè)計(jì),對(duì)主要功能界面和業(yè)務(wù)流程進(jìn)行了展示,通過(guò)運(yùn)行測(cè)試,進(jìn)一步檢驗(yàn)了系統(tǒng)的可實(shí)現(xiàn)性。
[Abstract]:Financial reimbursement is a procedure for the staff of an enterprise or administrative institution to write off the original vouchers of economic expenditure incurred in business activities to the financial department. It is the first step in accounting. With the rapid development of social economy, some internationally renowned IT companies such as Microsoft IBM, based on ERP, have made use of their own development capabilities. The front-end data sharing of the online examination and approval system and the financial system has been successfully realized. Some advanced units in China have also put forward higher requirements for financial management and gradually realized the importance of network reimbursement to the financial management. At present, the public security business is complex and changeable. The traditional reimbursement situation has not been able to meet the rapid growth of business at this stage, and with it more and more problems have arisen. Therefore, the development of online financial reimbursement system has become a very urgent issue. The online financial reimbursement system is a complex software system based on workflow platform. The financial project budget management, project information inquiry and so on, involve the whole process of the unit internal financial project management. The system takes unit cost management as the core, revolves around the financial examination and approval process, effectively controls the expense, improves the work efficiency, The real-time control of the whole process of financial reimbursement management is realized through the management of expenses in advance, the control in the event and the analysis after the event. The network reimbursement system designed in this paper aims at solving the problems existing in the reimbursement of expenses, combines its convenient and practical advantages, and through the construction of information technology, In the network reimbursement system, the reimburser only needs to complete and submit the reimbursement information on the Internet, and the leader does not have to be limited by time and region, so as to realize the paperless operation of the expense reimbursement business and improve the work efficiency of the financial work. The examination and approval is carried out directly through the network; and the financial personnel check the original documents in a timely manner, and for the accurate documents, The information system can also transmit the information stored in the online financial reimbursement system of the Public Security Bureau to the ERP (Public Security Bureau Resource Planning) system in order to avoid the repeated employment of the information; if data are needed, The financial data can be called directly from the ERP system, so that the information can be shared and integrated. According to the current situation of the reimbursement of the public security organs, the system business requirements, the design and implementation of the software function and the system test can be realized. The system is analyzed and designed around the actual business reimbursement needs of the public security organs. Based on the requirement analysis and functional design of the public security organ expense reimbursement system, the functional modules of the system are designed using ASP.net technology. The main functional interfaces and business processes are demonstrated, and the realizability of the system is further tested by running tests.
