【摘要】：我國(guó)是一個(gè)自然災(zāi)害頻發(fā)的國(guó)家，災(zāi)害發(fā)生所具有的種類多、分布范圍廣泛、造成損失嚴(yán)重的特點(diǎn)決定了無論是自然災(zāi)害的預(yù)防和應(yīng)對(duì)，，還是對(duì)災(zāi)害發(fā)生后的恢復(fù)重建，都是一項(xiàng)成本高昂的活動(dòng)。因此，對(duì)于新時(shí)期要構(gòu)建節(jié)約型政府、服務(wù)型政府的我國(guó)來說，如何通過有效的公共危機(jī)管理來盡可能有效地降低自然災(zāi)害造成的損失和成本就具有了極其重要的現(xiàn)實(shí)意義。 將成本引入到危機(jī)管理中，目的是讓有關(guān)部門樹立成本效益意識(shí)，注重資源的節(jié)約，從而提高資源的使用效率。本文在對(duì)成本、恢復(fù)重建成本、恢復(fù)重建成本管理等重要概念進(jìn)行界定的基礎(chǔ)上，對(duì)自然災(zāi)害恢復(fù)重建成本的構(gòu)成和影響因素進(jìn)行分析。同時(shí)，結(jié)合一些案例和相關(guān)數(shù)據(jù)的分析，對(duì)我國(guó)恢復(fù)重建中的成本管理問題進(jìn)行介紹，我國(guó)目前在自然災(zāi)害恢復(fù)重建過程中存在成本投入不足、成本分擔(dān)不合理、成本支出結(jié)構(gòu)不合理、可控成本控制不利以及成本使用過程中的無效等問題。最后，在對(duì)問題進(jìn)行分析的基礎(chǔ)上，提出完善我國(guó)自然災(zāi)害恢復(fù)重建成本管理機(jī)制的對(duì)策建議。
[Abstract]:China is a country with frequent natural disasters, which has a variety of types and a wide range of distribution. The characteristics of serious losses determine the prevention and response of natural disasters, as well as the recovery and reconstruction after disasters. Is a costly activity. Therefore, for our country, which wants to build a conservation-oriented government and a service-oriented government in the new period, How to effectively reduce the loss and cost caused by natural disasters through effective public crisis management is of great practical significance. The purpose of introducing cost into crisis management is to make the departments concerned set up the sense of cost benefit, pay attention to the saving of resources, and improve the efficiency of the use of resources. On the basis of defining some important concepts, such as cost management of restoration and reconstruction, this paper analyzes the components and influencing factors of the cost of recovery and reconstruction of natural disasters. At the same time, it analyzes some cases and related data. This paper introduces the cost management in the recovery and reconstruction of our country. At present, there are insufficient cost input, unreasonable cost sharing and unreasonable structure of cost expenditure in the process of natural disaster recovery and reconstruction in our country. Finally, based on the analysis of the problems, the paper puts forward some countermeasures and suggestions to perfect the cost management mechanism of natural disaster recovery and reconstruction in China.
