【摘要】：從技術(shù)嚴(yán)密性和執(zhí)法有效性角度,本文多方面闡述了植物有害生物鑒定資質(zhì)管理的必要性,對植物有害生物鑒定資質(zhì)管理的現(xiàn)狀進(jìn)行了分析,從基準(zhǔn)庫建立、開發(fā)軟件系統(tǒng)以及與現(xiàn)有管理系統(tǒng)對接等方面,闡述了鑒定資質(zhì)管理的實(shí)現(xiàn)途徑,同時對鑒定資質(zhì)管理的難點(diǎn)進(jìn)行了探討并提出部分建議。
[Abstract]:From the point of view of technical rigour and effectiveness of law enforcement, this paper expounds the necessity of the qualification management of plant pest identification in many aspects, analyzes the present situation of the qualification management of plant pest identification, and establishes the benchmark database. In the aspects of developing the software system and connecting with the existing management system, this paper expounds the ways to realize the management of the appraisal qualification, and discusses the difficulties of the management of the appraisal qualification and puts forward some suggestions.
