【摘要】:目前,隨著建設(shè)工程項(xiàng)目成本管理的理論及方法日益成熟,在項(xiàng)目實(shí)際的建設(shè)中應(yīng)用了許多科學(xué)合理的管理方法和理論。但是全過(guò)程、全方位的成本控制體系還不健全,沒(méi)有重視項(xiàng)目成本的事前控制,并且成本控制的各個(gè)層面還不完善,致使工程投資中損失浪費(fèi)的現(xiàn)象逐漸增多,這嚴(yán)重影響著建設(shè)工程項(xiàng)目投資效益管理。正在這樣的背景下,加強(qiáng)建設(shè)項(xiàng)目成本管理工作勢(shì)在必行。做好工程項(xiàng)目的成本控制,以最小的成本獲得最大的收益,達(dá)到各參加單位雙贏局面,增強(qiáng)企業(yè)競(jìng)爭(zhēng)力,使得建筑企業(yè)立于不敗之地。 本論文在研究國(guó)內(nèi)外建設(shè)項(xiàng)目成本管理相關(guān)理論的基礎(chǔ)之上,提出了建設(shè)項(xiàng)目成本管理概念和成本管理對(duì)成本目標(biāo)實(shí)現(xiàn)的作用,在分析成本管理相關(guān)概念之后,分析概括成本管理的八大原則,并闡述了建設(shè)項(xiàng)目成本管理的主要內(nèi)容,主要包括成本目標(biāo)的確定、成本估算、成本預(yù)算以及建設(shè)項(xiàng)目全過(guò)程的成本控制,對(duì)各個(gè)階段成本管理進(jìn)行詳細(xì)探討。最后以濟(jì)南市中心醫(yī)院綜合病房樓建設(shè)項(xiàng)目為例,以工程項(xiàng)目的實(shí)際運(yùn)作狀況和實(shí)際數(shù)據(jù)資料為基礎(chǔ),根據(jù)國(guó)內(nèi)外著名學(xué)者就成本管理相關(guān)概念的闡述,結(jié)合濟(jì)南市中心醫(yī)院綜合病房樓項(xiàng)目,確定目標(biāo)成本確立的過(guò)程,以及設(shè)計(jì)階段、招投標(biāo)階段、施工階段各個(gè)階段的成本控制,針對(duì)各個(gè)階段成本控制現(xiàn)狀,提出了存在問(wèn)題,并針對(duì)各個(gè)階段成本控制的特點(diǎn)和存在的問(wèn)題,提出相應(yīng)的成本管理策略。文章最后就濟(jì)南市中心醫(yī)院綜合病房樓項(xiàng)目,提出建設(shè)項(xiàng)目成本管理優(yōu)化措施,包括確立項(xiàng)目成本管理責(zé)任制,質(zhì)量、成本、進(jìn)度的集成控制、并建立標(biāo)準(zhǔn)成本管理體系及其他相應(yīng)的措施等等,為今后類(lèi)似建設(shè)項(xiàng)目成本管理提供建議。
[Abstract]:At present, with the increasing maturity of the theory and method of cost management of construction project, many scientific and reasonable management methods and theories have been applied in the actual construction of the project, but the whole process. The omni-directional cost control system is not perfect, does not attach importance to the pre-project cost control, and the cost control of each level is not perfect, resulting in the loss of investment in the phenomenon of waste gradually increased. This seriously affects the investment benefit management of construction projects. Under this background, it is imperative to strengthen the cost management of construction projects and do a good job of cost control. With the minimum cost to obtain the maximum income, to achieve the win-win situation of the participating units, to enhance the competitiveness of enterprises, so that the construction enterprises in an invincible position. On the basis of studying the theory of construction project cost management at home and abroad, this paper puts forward the concept of construction project cost management and the effect of cost management on the realization of cost objectives. After analyzing the related concepts of cost management, this paper analyzes and summarizes the eight principles of cost management, and expounds the main contents of cost management of construction projects, including the determination of cost objectives and cost estimation. Cost budget and cost control of the whole process of the construction project, the cost management of each stage is discussed in detail. Finally, the construction project of Jinan central hospital comprehensive ward building is taken as an example. Based on the actual operation of the project and the actual data, according to the famous scholars at home and abroad on the concept of cost management, combined with Jinan City Hospital General Ward Building project. Determine the process of establishing the target cost, and the design stage, bidding stage, construction stage of each stage of cost control, in view of each stage of cost control, put forward the existing problems. According to the characteristics and problems of cost control in each stage, the paper puts forward the corresponding cost management strategy. Finally, the article puts forward the optimization measures of construction project cost management for the comprehensive ward building project of Jinan central hospital. Including the establishment of project cost management responsibility, quality, cost, progress integration control, and the establishment of standard cost management system and other relevant measures to provide advice for similar construction project cost management in the future.
