常州有軌電車示范線項目進度管理研究

【摘要】:項目進度管理是項目管理的三大目標“質(zhì)量管理、時間管理、成本管理”之一[1],項目進度管理包括進度計劃和進度控制,進度計劃是項目組織根據(jù)項目目標的規(guī)定,對項目實施工作進行的各項活動做出周密安排的過程[2];進度控制是根據(jù)進度計劃,對項目的運行狀況進行連續(xù)的跟蹤觀測,并將觀測結(jié)果與計劃目標加以比較,如有偏差及時分析偏差原因并加以糾正[3]。編制進度計劃與控制合理程度不僅影響項目的進度要求,還直接影響到項目的成本和項目的質(zhì)量。因此,將項目進度控制的相關(guān)理論有效地應(yīng)用于項目計劃和項目控制中,可以很好地指導(dǎo)項目計劃與控制的實施,保證項目工期的按時完成。 論文研究的對象是“常州有軌電車示范線項目進度管理”,研究的內(nèi)容是如何將項目進度計劃與控制的理論、方法與技術(shù)運用于該項目的計劃與控制和實施等各個環(huán)節(jié),充分發(fā)揮進度計劃與控制在解決項目運作中各種具體問題的作用。通過文章的研究發(fā)現(xiàn),在常州有軌電車示范線項目進度計劃與控制還缺乏風(fēng)險管理的思想,并且需要進一步加強進度、質(zhì)量和成本控制的綜合優(yōu)化,并提高進度管理的信息化,這些都需要通過進一步的學(xué)習(xí),以期在今后的項目進度控制中有所改善。 論文結(jié)構(gòu)安排為首先介紹了進度管理項目計劃與控制基本原理,方法及項目計劃與控制的編制與實施等相關(guān)理論。接著闡述了城市軌道交通項目及常州有軌電車示范線項目介紹,重點介紹常州有軌電車示范線項目描述、項目分解、工作描述、工作責任分配、確定工作先后關(guān)系、工作時間的估計、繪制網(wǎng)絡(luò)圖和進度安排[4],項目控制管理流程、措施和方法。最后,本文對常州有軌電車示范線項目計劃編制存在進度計劃過于片面、進度計劃形式大于內(nèi)容和進度計劃風(fēng)險考慮不周等3方面不足提出應(yīng)對措施;編制進度控制存在進度控制制度上存在缺陷、進度控制協(xié)調(diào)方面不足和缺少進度控制動態(tài)調(diào)整等3方面不足提出應(yīng)對措施;本研究通過不斷完善有軌電車線路建設(shè)項目的進度計劃與控制管理內(nèi)容,以便后續(xù)有軌電車建設(shè)項目進度管理提出指導(dǎo)性建議。
[Abstract]:Project schedule management is one of the three objectives of project management: quality management, time management, and cost management. [1. Project schedule management includes progress planning and schedule control, which is the process by which the project organization makes detailed arrangements for the activities carried out in the implementation of the project in accordance with the objectives of the project. [2; Progress control is the continuous tracking and observation of the operation of the project according to the schedule, and the comparison of the observation results with the planned objectives, if there are deviations, the causes of the deviations are analyzed and corrected in a timely manner. [3. The reasonable degree of planning and control not only affects the progress requirements of the project, but also directly affects the cost and quality of the project. Applying the theory of project schedule control to project planning and control effectively can guide the implementation of project planning and control and ensure the completion of project time on time. The research object of this paper is "Changzhou tram demonstration line project schedule management", the research content is how to plan and control the project schedule theory. Methods and techniques are applied to the planning, control and implementation of the project, giving full play to the role of schedule planning and control in solving various specific problems in the operation of the project. In Changzhou tram demonstration line project schedule and control still lack the idea of risk management, and need to further strengthen progress, quality and cost control comprehensive optimization, and improve progress management information. These require further learning to improve future project schedule control. Firstly, the paper introduces the basic principles of schedule management project planning and control. Then the project of urban rail transit and Changzhou tram demonstration line is introduced, with emphasis on the description of Changzhou tram demonstration line. Project decomposition, job description, assignment of responsibilities, determination of work priorities, estimation of working hours, drawing of network diagrams and scheduling [Finally, this paper is too one-sided to the project plan of Changzhou tram demonstration line. The form of schedule plan is larger than the content and the risk of schedule plan is considered insufficiently. There are some defects in the progress control system, such as lack of coordination of progress control and lack of dynamic adjustment of schedule control, etc., and some countermeasures are put forward. Through perfecting the progress plan and control management content of the tram construction project, this study puts forward some guiding suggestions for the following tram construction project schedule management.
