【摘要】：正2016年初陜西省財(cái)政廳在全省范圍內(nèi)征集內(nèi)部控制合作共建單位,經(jīng)過(guò)申報(bào)篩選,于7月份確定了包括高校、醫(yī)院、省直機(jī)關(guān)、事業(yè)單位在內(nèi)的六家合作共建單位。筆者參與實(shí)施了內(nèi)控合作共建實(shí)踐,并結(jié)合基層行政事業(yè)單位內(nèi)部控制建設(shè)中存在問(wèn)題提出相關(guān)思考和建議�；鶎有姓聵I(yè)單位內(nèi)控建設(shè)存在的主要問(wèn)題一是認(rèn)識(shí)不足,內(nèi)控理念存在缺位。一些基層行政事業(yè)單位一方面認(rèn)為管理過(guò)程中已經(jīng)有相關(guān)法律法規(guī)為依
[Abstract]:At the beginning of 2016, Shaanxi Provincial Finance Department solicited cooperation and co-construction units for internal control within the province. After declaration and screening, six cooperative co-construction units, including universities, hospitals, provincial departments and institutions, were identified in July. The author participated in the implementation of the practice of cooperation and co-construction of internal control, and put forward some relevant thoughts and suggestions combined with the problems existing in the internal control construction of grass-roots administrative institutions. The main problems in the internal control construction of the basic administrative institutions are the lack of understanding and the absence of the concept of internal control. On the one hand, some administrative institutions at the grass-roots level believe that there are already relevant laws and regulations in the management process.
