【摘要】：隨著高等教育事業(yè)的蓬勃發(fā)展,近年來我國高校的專項經(jīng)費規(guī)模呈現(xiàn)大幅增長的趨勢,而財政管理體制的深入改革提高了對高校專項經(jīng)費管理的要求。文章以廣東省"創(chuàng)新強校工程"專項經(jīng)費為例,總結(jié)廣東省在進行高校專項經(jīng)費管理改革方面出現(xiàn)的諸如缺乏有效的競爭性分配機制、完善的績效評價體系、對專項經(jīng)費的內(nèi)部審計以及現(xiàn)有的管理制度不符合學(xué)科建設(shè)規(guī)律等問題。為了進一步提高高校專項經(jīng)費管理水平,促進我國高校專項經(jīng)費管理改革,應(yīng)從以下兩方面進行改進:宏觀方面,應(yīng)優(yōu)化政府管理體制,使之符合高校學(xué)科建設(shè)的要求;微觀方面,高校應(yīng)從前饋、同期、反饋三個階段對項目的實施加強控制,使項目的建設(shè)更好地服務(wù)于高校的總體發(fā)展目標。
[Abstract]:With the vigorous development of higher education in recent years, the scale of special funds in colleges and universities in China has shown a trend of substantial growth, and the in-depth reform of the financial management system has raised the requirements for the management of special funds in colleges and universities. Taking the special fund of "innovative and strong school project" in Guangdong province as an example, this paper sums up the problems such as the lack of effective competitive allocation mechanism and the perfect performance evaluation system in the reform of special fund management in Guangdong Province. The internal audit of special funds and the existing management system do not accord with the discipline construction law and so on. In order to further improve the management level of special funds in colleges and universities and promote the reform of special funds management in our country, we should improve from the following two aspects: macroscopically, the government management system should be optimized to meet the requirements of discipline construction in colleges and universities; In micro aspect, colleges and universities should strengthen the control of the implementation of the project in three stages: feedforward, feedback and feedback, so that the construction of the project can better serve the overall development goal of the university.
