【摘要】：嘗試以COSO內部控制框架為基礎,結合高校自身特點,建立一個完整的高校資產管理的內部控制管理模式。該模式結合管理機制及資產管理的特點,進行風險評估并找出資產管理過程中的風險點。針對其可能存在的風險,設計詳細的控制對策并明確其詳細內部控制流程。建立統(tǒng)籌各部門的資產管理信息平臺并提出內外監(jiān)督相結合的管理過程監(jiān)督方式,以期達到高校資產管理過程中決策有依據(jù)、執(zhí)行有標準、結果有評價。
[Abstract]:Based on the internal control framework of COSO and combining with the characteristics of colleges and universities, this paper attempts to establish a complete internal control management mode of asset management in colleges and universities.This model combines the management mechanism and the characteristics of asset management, carries on the risk assessment and finds out the risk point in the process of asset management.According to its possible risks, design detailed control countermeasures and clarify its detailed internal control process.This paper sets up the asset management information platform of all departments and puts forward the management process supervision mode which combines internal and external supervision in order to achieve the decision basis, standard execution and evaluation of the results in the process of asset management in colleges and universities.
