【摘要】：正基層央行財(cái)務(wù)核算中的問題財(cái)務(wù)綜合管理系統(tǒng)存在的缺陷。一是未強(qiáng)制建立經(jīng)費(fèi)賬戶的銀行存款日記賬和現(xiàn)金日記賬。目前基層央行在不建立現(xiàn)金日記賬、銀行存款日記賬的情況下仍能進(jìn)行月結(jié)、年結(jié),系統(tǒng)未進(jìn)行有效控制。二是會計(jì)主管權(quán)限過大。會計(jì)主管在財(cái)務(wù)綜合管理系統(tǒng)中可分別進(jìn)行記賬、復(fù)核、登賬、報(bào)賬、月結(jié)、年結(jié)等工作,不符合財(cái)
[Abstract]:The problems in the financial accounting of central banks at the grassroots level are the defects of the comprehensive financial management system.The first is the bank deposit journal and the cash journal that have not established the expense account.At present, the central bank at the grass-roots level can still carry out monthly and annual accounts without establishing cash journal and bank deposit journal, and the system has not been effectively controlled.Second, the authority of the accounting supervisor is too large.The accounting supervisor can keep accounts, review, record accounts, report accounts, make monthly accounts and close accounts separately in the integrated financial management system, which is not in line with the financial situation
