【摘要】：近些年,寧夏電力公司電網工程投資在資金籌集和投資控制方面存在極大的問題,主要由不斷地高位運行、投資規(guī)模大、建設周期長等造成。電力行業(yè)較早實現(xiàn)了工程財務與生產財務并軌,但是電力行業(yè)工程財務管管理仍以會計核算和資金管理作為重點對象,很多情況下相當于只完成了會計和出納的職能,在面臨重大的電網工程管理問題時,工程的全過程管理水平就凸顯出許多問題。本文綜合闡述了國外和國內關于重大工程方面的財務管理和電網基建工程全過程管理的理論研究以及對應的研究成果,通過實際與理論相結合的方法,以寧夏電力公司的向陽220kV輸變電工程作為切入點,對工程全過程財務管理中八個階段,規(guī)劃可研、初步設計、招投標、實施、竣工驗收、竣工結算、竣工決算、財務后評價等一一剖析,對其研究,從而找到該公司在工程財務管理方面存在的不足。通過分析和綜合評價,查找問題、尋求解決問題的辦法,提出詳細的工作計劃以及具體工作方式,使財務逐步參與到工程財務管理的各個階段。最后通過本文的研究建議,提升工程全過程財務管理的可操作性,使財務人員參與工程全過程管理各階段的工作落到實處,承擔應有的責任和義務。使得工程全過程財務管理工作職責界面越來越清晰,工程項目建設有序穩(wěn)健開展,以提升寧夏電力公司工程全過程的財務管理水平。
[Abstract]:In recent years, Ningxia Electric Power Company's power grid project investment has great problems in raising funds and controlling investment, mainly by constantly running at a high level, and the scale of investment is large. The electric power industry realized the integration of engineering finance and production finance earlier, but the engineering financial management of electric power industry still focused on accounting and fund management. In many cases, it is equivalent to only performing accounting and cashier functions, and in the face of major grid project management problems, The whole process management level of the project highlights many problems. This paper comprehensively expounds the theoretical research and corresponding research results on the financial management of major engineering and the whole process management of power network capital construction project both at home and abroad. Through the combination of practice and theory, taking the Xiangyang 220 kV transmission and transformation project of Ningxia Electric Power Company as the breakthrough point, eight stages of financial management in the whole process of the project, including planning and research, preliminary design, bidding, implementation, completion and acceptance, are made. In order to find out the shortcomings of the company in the project financial management, through the analysis and comprehensive evaluation, we can find out the problem and find out the solution to the problem. Put forward the detailed work plan and the concrete work way, make the finance participate in every stage of the project financial management step by step. Finally, through the research suggestion of this article, improve the maneuverability of the financial management of the whole process of the project, In order to make the financial personnel participate in the work of the whole process management of the project, take the responsibility and obligation, make the interface of the responsibility of the financial management of the whole process of the project more and more clear, the construction of the project is carried out orderly and steadily. In order to improve the Ningxia Electric Power Company in the whole process of financial management.
