【摘要】：隨著高校獲得科研項(xiàng)目和科研經(jīng)費(fèi)的快速增加,科研經(jīng)費(fèi)的使用管理問(wèn)題日趨凸顯,在"放管服"的新背景下高校如何真正做到簡(jiǎn)政放權(quán),為科研人員減除煩苛,打破管理辦法對(duì)于高校科研經(jīng)費(fèi)的束縛,有效提升科研人員的積極性,已成為各大高校科研經(jīng)費(fèi)管理改革的重點(diǎn)和難點(diǎn)。以N高校為例,從N高校在"放管服"背景下出臺(tái)的相關(guān)政策,探求N高�？蒲薪�(jīng)費(fèi)管理改革中的亮點(diǎn)和不足,一方面使得科研管理工作更加規(guī)范,形成充滿(mǎn)活力的科技管理和運(yùn)行機(jī)制;另一方面統(tǒng)計(jì)和分析科研工作取得的成效和存在的問(wèn)題,不斷完善改革,從而對(duì)各個(gè)高�？蒲薪�(jīng)費(fèi)管理改革起到一定的借鑒作用。
[Abstract]:With the rapid increase of scientific research projects and research funds in colleges and universities, the use and management of scientific research funds are becoming increasingly prominent. Under the new background of "releasing management and clothing", colleges and universities should really simplify the administration and delegate power to reduce the annoyance and harshness of scientific research personnel. Breaking the shackles of management methods on scientific research funds in colleges and universities and effectively promoting the enthusiasm of scientific research personnel have become the key and difficult points in the reform of the management of scientific research funds in major colleges and universities. Take N colleges and universities as an example, This paper explores the bright points and deficiencies in the reform of N universities' scientific research funds management from the relevant policies issued by N colleges and universities under the background of "releasing management services". On the one hand, it makes the scientific research management work more standardized and forms a vigorous scientific and technological management and operation mechanism. On the other hand, statistics and analysis of the achievements of scientific research and existing problems, constantly improve the reform, so as to play a certain role in the reform of the management of scientific research funds in colleges and universities.
