【摘要】：行政事業(yè)單位內(nèi)部控制信息化的建設(shè)促進了數(shù)據(jù)視角下基于財務(wù)云平臺的內(nèi)部控制審計的發(fā)展。以重慶海事局為例,基于重慶海事局財務(wù)云平臺的建設(shè)項目內(nèi)部控制活動,在闡述重慶海事局運用財務(wù)云平臺優(yōu)化建設(shè)項目內(nèi)部控制的基礎(chǔ)上,以全面性、重要性和可操作性為原則,根據(jù)《行政事業(yè)單位內(nèi)部控制規(guī)范》等的要求設(shè)計了數(shù)據(jù)視角下基于財務(wù)云平臺的建設(shè)項目內(nèi)部控制審計指標(biāo)體系。從確定審計目標(biāo)、數(shù)據(jù)采集、數(shù)據(jù)處理、設(shè)計審計中間表、構(gòu)建審計數(shù)據(jù)分析模型、模型使用和結(jié)果應(yīng)用等方面詳細介紹了基于指標(biāo)體系的審計實施流程,最后以建設(shè)資金管理內(nèi)部控制審計為實例進行了案例分析,以期為行政事業(yè)單位建設(shè)項目內(nèi)部控制審計建設(shè)提供理論參考與實務(wù)借鑒。
[Abstract]:The construction of internal control information in administrative institutions promotes the development of internal control audit based on the financial cloud platform in the perspective of data. Taking Chongqing Maritime Bureau as an example, the internal control activities of the construction project based on the financial cloud platform of Chongqing Maritime Bureau are discussed. On the basis of expounding the application of financial cloud platform to optimize the internal control of the construction project in Chongqing Maritime Bureau, the principles of comprehensiveness, importance and maneuverability are taken as the principle. According to the requirement of "Internal Control Standard of Administrative Institution", this paper designs the internal control audit index system of construction project based on financial cloud platform in the view of data, from the view of determining audit objective, data collection, data processing, designing audit intermediate table, The analysis model of audit data, the use of model and the application of results are introduced in detail, and the implementation process of audit based on index system is introduced in detail. Finally, the case study of internal control audit of construction fund management is carried out. In order to provide theoretical reference and practical reference for internal control audit construction of administrative institution construction project.
