【摘要】：新形勢(shì)下傳統(tǒng)的財(cái)務(wù)管理理念已經(jīng)難以適應(yīng)現(xiàn)代行政事業(yè)單位財(cái)務(wù)管理工作的需求。干部教育類院校作為全民事業(yè)單位,既具有鮮明的政策性特點(diǎn),又具有市場(chǎng)因素的特殊性,這類事業(yè)單位在新形勢(shì)下如何發(fā)揮現(xiàn)代預(yù)算管理效能,已成為財(cái)務(wù)管理工作新課題和新難點(diǎn)。文章以干部院校A單位為例,結(jié)合事業(yè)單位特點(diǎn)和干部院校的實(shí)際現(xiàn)狀,分析了當(dāng)前預(yù)算管理在內(nèi)部控制方面存在的問(wèn)題以及完善措施,提出了戰(zhàn)略導(dǎo)向、全員參與、組織保障和制度配套四位一體的預(yù)算理念,并大膽建議探索全方位績(jī)效預(yù)算考核機(jī)制,破解當(dāng)前干部院校預(yù)算執(zhí)行僵化和運(yùn)作市場(chǎng)化的矛盾,希望為相關(guān)管理部門提供一定的決策建議。
[Abstract]:Under the new situation, the traditional concept of financial management has been difficult to meet the needs of the financial management of modern administrative institutions. As a public institution, cadre education colleges and universities have not only distinct policy characteristics, but also the particularity of market factors. How to bring into play the efficiency of modern budget management in this kind of institution under the new situation has become a new subject and new difficulty in financial management. This paper takes unit A of cadre colleges as an example, combines the characteristics of institutions and the actual situation of cadre colleges and universities. This paper analyzes the problems existing in the internal control of the current budget management, and puts forward the budget concept of strategic direction, full participation, organization guarantee and system matching. And boldly proposes to explore the omni-directional performance budget appraisal mechanism, solves the current cadre colleges and universities budget execution rigidity and the operation marketization contradiction, hopes to provide certain decision suggestion for the related management department.
