【摘要】:環(huán)境保護(hù)是全球各國(guó)家經(jīng)濟(jì)可持續(xù)發(fā)展面臨的共同問(wèn)題,而中國(guó)作為發(fā)展中國(guó)家,目前正處于工業(yè)化快速推進(jìn)階段,在發(fā)展經(jīng)濟(jì)的同時(shí)將不可避免地面臨著生態(tài)環(huán)境問(wèn)題的挑戰(zhàn)。隨著國(guó)際社會(huì)對(duì)環(huán)境問(wèn)題重要性的意識(shí)增強(qiáng),環(huán)境績(jī)效也受到越來(lái)越多的關(guān)注。作為基礎(chǔ)能源產(chǎn)業(yè)之一,電力行業(yè)不僅在各國(guó)經(jīng)濟(jì)發(fā)展中占有優(yōu)先地位,也同樣在我國(guó)國(guó)民經(jīng)濟(jì)發(fā)展中有著舉足輕重的地位。自上世紀(jì)90年代至今,在全球電力行業(yè)相繼進(jìn)行改革與調(diào)整的背景之下,國(guó)內(nèi)的電力行業(yè)也走上了改革的道路。行業(yè)體系雖然已經(jīng)較為完整的建立,但在體系發(fā)展中仍有一些問(wèn)題亟需解決,比如相比體系發(fā)展而言較為緩慢的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,以及整個(gè)產(chǎn)業(yè)長(zhǎng)期存在的高能耗、高污染的狀況等。在不同的經(jīng)濟(jì)背景下,各地區(qū)電力行業(yè)環(huán)境績(jī)效的發(fā)展也各有差異。有鑒于此,本文研究重點(diǎn)在于我國(guó)各地區(qū)的電力行業(yè)環(huán)境績(jī)效評(píng)價(jià)。在前人的研究基礎(chǔ)之上,本文首先闡述了有關(guān)環(huán)境績(jī)效評(píng)價(jià)的國(guó)內(nèi)外文獻(xiàn)綜述以及相關(guān)理論基礎(chǔ);其次運(yùn)用DEA模型對(duì)環(huán)境績(jī)效進(jìn)行分析,由于傳統(tǒng)DEA模型僅僅能對(duì)環(huán)境績(jī)效的有效性進(jìn)行定性的評(píng)價(jià),為了更準(zhǔn)確地對(duì)環(huán)境績(jī)效進(jìn)行分析,本文采用了超效率DEA模型,通過(guò)超效率DEA模型,利用面板數(shù)據(jù)對(duì)我國(guó)各地區(qū)電力行業(yè)2010-2014年的環(huán)境績(jī)效進(jìn)行分析;最后,本文利用Tobit模型對(duì)各地區(qū)電力行業(yè)環(huán)境績(jī)效的影響因素進(jìn)行了回歸分析。模型結(jié)果表明,我國(guó)各地區(qū)電力行業(yè)環(huán)境績(jī)效有著較大的差異性。如上海、江蘇、北京等地區(qū)與云南、四川以及吉林等地區(qū)的環(huán)境績(jī)效水平就存在著較大的不均衡。造成差異的原因包括各地電力行業(yè)技術(shù)水平和產(chǎn)業(yè)規(guī)模等內(nèi)在要素,以及包括地區(qū)總?cè)丝、地區(qū)第二產(chǎn)業(yè)用電量比重、單位地區(qū)國(guó)內(nèi)生產(chǎn)總值煤炭消耗量等在內(nèi)的宏觀因素。最后本文同時(shí)從國(guó)家、行業(yè)以及企業(yè)三個(gè)方面提出合理化的政策與建議來(lái)提高電力行業(yè)環(huán)境績(jī)效。
[Abstract]:Environmental protection is a common problem faced by the sustainable development of all countries in the world. China, as a developing country, is now in the stage of rapid industrialization. It will inevitably face the challenge of ecological environment while developing the economy. With the increasing awareness of the importance of environmental problems in the international community, environmental performance has attracted more and more attention. As one of the basic energy industries, the electric power industry not only occupies a leading position in the economic development of all countries, but also plays a decisive role in the development of our national economy. Since the 90s of last century, under the background of the reform and adjustment of the global power industry, the electric power industry in China has also embarked on the road of reform. Although the industry system has been established in a relatively complete way, there are still some problems to be solved in the development of the system, such as the slower industrial structure adjustment compared with the development of the system, and the long-term high energy consumption and high pollution situation in the whole industry. In different economic backgrounds, the development of the environmental performance of the power industry in various regions is also different. In view of this, this paper focuses on the environmental performance evaluation of the power industry in various regions of China. On the basis of previous studies, this paper first expounded on the environmental performance evaluation of domestic and international literature review and related theoretical basis; secondly, using DEA model to analyze the environmental performance, because the traditional DEA model can only qualitatively the effectiveness of environmental performance evaluation, in order to more accurately analyze the environmental performance, this paper using the super efficiency DEA model, through the super efficiency DEA model, using panel data to analyze each area in the electric power industry of China 2010-2014 years of environmental performance; finally, regression analysis of the impact on the regional power industry environmental performance factors based on Tobit model. The results of the model show that the environmental performance of the electric power industry in China has a great difference. Such as Shanghai, Jiangsu, Beijing and other regions, such as Yunnan, Sichuan and Jilin, and other regions of the environmental performance level, there is a large imbalance. The reasons for the difference include the internal factors such as the technology level and scale of the power industry, and the macro factors including the total population in the region, the proportion of the second industry electricity consumption, the gross domestic product consumption per unit area and so on. At the end of the paper, we put forward rationalized policies and suggestions from three aspects of the state, industry and enterprises to improve the environmental performance of the power industry.
