【摘要】：隨著當代經濟的迅速發(fā)展,農村金融機構無法滿足農戶資金需求的矛盾越來越嚴重,農村資金互助合作社的出現(xiàn)為緩解這一矛盾局面提出了全面的思考。資金互助合作社本著“民監(jiān)、民管、民辦”的理念,依賴廣大農戶入股集資,形成小型民間金融機構,為農戶發(fā)展生產提供資金支持,緩解了農村金融機構供給不足的局面。相對于其它正規(guī)金融機構而言,農村資金互助合作社有貸款容易、手續(xù)簡單、無須抵押、利率低等優(yōu)勢,是農村新型金融機構的重要組成部分和重點發(fā)展對象。但是,目前我國農村資金互助合作社還處于發(fā)展的初級階段,經營管理不完備,沒有建立科學的風險控制機制。在實際操作中,面臨的各種風險控制問題將成為影響農村資金互助合作社運作發(fā)展的關鍵。本文主要以安徽省霍山縣的農村資金互助合作模式為研究對象,通過對兩種模式的資金互助合作社風險控制管理的研究,分析這類資金互助合作社風險控制中存在的問題,提出針對性的建議和措施,以構建完善的風險控制機制,提高了農村資金互助合作社的運行效率。為健全我國農村金融機構風險防范理論提供參考。

[Abstract]:With the rapid development of contemporary economy, the contradiction that rural financial institutions can not meet the capital needs of farmers is becoming more and more serious. The emergence of rural financial cooperatives has put forward comprehensive thinking to alleviate this contradiction. Based on the concept of "civil supervision, civil management and private", mutual fund cooperatives rely on the majority of farmers to raise funds, form small private financial institutions, provide financial support for farmers to develop production, and alleviate the situation of insufficient supply of rural financial institutions. Compared with other formal financial institutions, rural mutual financial cooperatives have the advantages of easy loans, simple procedures, no mortgage, low interest rates and so on. They are an important part and key development object of rural new financial institutions. However, at present, the rural mutual fund cooperatives in China are still in the primary stage of development, the management is not complete, and there is no scientific risk control mechanism. In practice, all kinds of risk control problems will become the key to the operation and development of rural mutual fund cooperatives. This paper mainly takes the rural mutual fund cooperation mode in Huoshan County, Anhui Province as the research object, through the research on the risk control management of the two models of capital mutual assistance cooperatives, analyzes the problems existing in the risk control of this kind of capital mutual assistance cooperatives, and puts forward some targeted suggestions and measures in order to construct a perfect risk control mechanism and improve the operation efficiency of rural mutual fund cooperatives. It provides a reference for perfecting the theory of risk prevention of rural financial institutions in China.
