【摘要】：為了實(shí)現(xiàn)中國(guó)經(jīng)濟(jì)戰(zhàn)略的轉(zhuǎn)型,必須解決“三農(nóng)”,問題,而為農(nóng)村提供充足的、多層次的金融服務(wù)支持才是解決我國(guó)“三農(nóng)”問題的關(guān)鍵。為此,國(guó)家設(shè)立了村鎮(zhèn)銀行這種新型農(nóng)村金融機(jī)構(gòu),主要目的在于,對(duì)農(nóng)村金融市場(chǎng)進(jìn)行增量改革,扶持“三農(nóng)”,促進(jìn)農(nóng)村多層次的金融供給,完善農(nóng)村金融機(jī)構(gòu)體系建設(shè)。 湖南省村鎮(zhèn)銀行的設(shè)立給湖南農(nóng)村金融市場(chǎng)注入了新的活力,使得農(nóng)村地區(qū)一直以來被忽視的農(nóng)戶及小型農(nóng)產(chǎn)品加工企業(yè)的金融需求得到了滿足,產(chǎn)生了一定的“湯水效應(yīng)”和“鰓魚效應(yīng)”。但是,通過五年的運(yùn)營(yíng)來看,湖南省村鎮(zhèn)銀行的發(fā)展并沒有很好的完成它的任務(wù),在發(fā)展的道路上出現(xiàn)了一些問題,這些問題如果得不到及時(shí)解決必定會(huì)影響村鎮(zhèn)銀行的持續(xù)穩(wěn)定發(fā)展。 本文通過實(shí)地調(diào)研了解了目前湖南省村鎮(zhèn)銀行管理、運(yùn)營(yíng)的現(xiàn)狀,并且總結(jié)了湖南省村鎮(zhèn)銀行發(fā)展過程的特點(diǎn)。據(jù)此將湖南省的村鎮(zhèn)銀行與國(guó)內(nèi)外不同的成功農(nóng)村金融機(jī)構(gòu)比較,再通過比較分析發(fā)現(xiàn)了湖南省村鎮(zhèn)銀行發(fā)展中暴露出的一些定位、資金、產(chǎn)品方面的具體問題。再通過對(duì)國(guó)內(nèi)外成功農(nóng)村金融機(jī)構(gòu)經(jīng)驗(yàn)的學(xué)習(xí),提出對(duì)湖南省村鎮(zhèn)銀行未來發(fā)展的具體建議。
[Abstract]:In order to realize the transformation of China's economic strategy, it is necessary to solve the problems of "agriculture, countryside and farmers", and to provide adequate and multi-level financial service support to the countryside is the key to solve the problem of "agriculture, rural areas and farmers" in China. For this reason, the country has set up the village bank, a new type of rural financial institution, the main purpose of which is to carry out incremental reform of the rural financial market, to support the "three rural areas", to promote the rural multi-level financial supply, and to perfect the construction of the rural financial institution system. The establishment of the Village and Town Bank of Hunan Province has injected new vitality into the Hunan rural financial market, which has made the financial needs of rural households and small agricultural product processing enterprises that have been neglected for a long time met. A certain "soup effect" and "Gill fish effect". However, from the point of view of five years of operation, the development of Hunan Village and Town Bank has not fulfilled its task very well, and there have been some problems on the road of development. If these problems can not be solved in time, it will affect the sustainable and stable development of village banks. Based on the field investigation, this paper finds out the present situation of village bank management and operation in Hunan province, and summarizes the characteristics of the development process of Hunan village bank. Based on this, the village banks in Hunan Province are compared with different successful rural financial institutions at home and abroad, and through comparative analysis, some problems in the development of village banks in Hunan Province are found out in terms of positioning, funds and products. By studying the experience of successful rural financial institutions at home and abroad, the paper puts forward some concrete suggestions for the future development of Hunan Village Bank.
