【摘要】：自2006年我國(guó)外匯儲(chǔ)備超過(guò)日本成為世界第一儲(chǔ)備大國(guó)之后,至2010年底的短短4年時(shí)間,已超過(guò)2.8萬(wàn)億美元。巨額的外匯儲(chǔ)備固然證明綜合國(guó)力的強(qiáng)大,對(duì)確保國(guó)際支付、匯率調(diào)控和社會(huì)經(jīng)濟(jì)安全等十分有利,但也會(huì)帶來(lái)外匯儲(chǔ)備成本高、外匯資產(chǎn)利用效率低、引起國(guó)際經(jīng)濟(jì)貿(mào)易摩擦等一系列負(fù)面影響。為此,確定一個(gè)適度的儲(chǔ)備規(guī)模,調(diào)整好儲(chǔ)備資產(chǎn)結(jié)構(gòu),合理有效地利用超額外匯儲(chǔ)備去改善國(guó)內(nèi)經(jīng)濟(jì)和產(chǎn)業(yè)結(jié)構(gòu),進(jìn)一步開(kāi)拓國(guó)際商品和資本市場(chǎng),是符合科學(xué)發(fā)展觀,促進(jìn)我國(guó)經(jīng)濟(jì)又好又快地可持續(xù)發(fā)展的明智之舉。
[Abstract]:Since China's foreign exchange reserves surpassed Japan's to become the world's largest reserve country in 2006, to the end of 2010, in just four years, it has exceeded 2.8 trillion US dollars. The huge amount of foreign exchange reserves proves that the comprehensive national strength is strong, which is very beneficial to ensuring international payment, exchange rate control and social and economic security, but it will also bring about high cost of foreign exchange reserves and low utilization efficiency of foreign exchange assets. Cause international economic and trade friction and a series of negative effects. Therefore, to determine an appropriate reserve scale, to adjust the structure of reserve assets, to make rational and effective use of excess foreign exchange reserves to improve the domestic economy and industrial structure, and to further develop the international commodity and capital markets are in line with the scientific concept of development. A wise move to promote a sound and rapid sustainable development of China's economy.
