【摘要】：成員國財政汲取能力弱化、財政支出的非理性擴張、債務(wù)清償能力弱化與債務(wù)融資工具限制的內(nèi)生性,是歐洲主權(quán)債務(wù)危機內(nèi)生性的主要表現(xiàn)。危機治理機制存在的固有缺陷又放大了歐洲主權(quán)債務(wù)危機的消極影響效應(yīng)與范圍。貧富分化與發(fā)展差距擴大、金融與貨幣利益沖突和矛盾顯性化、貨幣區(qū)一體化出現(xiàn)新障礙是歐洲主權(quán)債務(wù)危機的直接經(jīng)濟后果。發(fā)達與相對欠發(fā)達成員國之間政治信任關(guān)系弱化與政治利益沖突凸顯、政治利益集團重組、新政治矛盾與政治僵局產(chǎn)生是歐洲主權(quán)債務(wù)危機的直接政治后果。因此,控制歐洲主權(quán)債務(wù)危機擴散是國際社會共同面臨的任務(wù),而建構(gòu)某種形式的貨幣區(qū)內(nèi)公共財政政策體系、制定成員國進入與退出機制和國際救助機制是重構(gòu)與演化的主要方向。
[Abstract]:The main manifestation of European sovereign debt crisis is the weakening of fiscal absorption ability of member countries, the irrational expansion of fiscal expenditure, the weakening of debt solvency and the restriction of debt financing instruments. The inherent defects of crisis management mechanism magnify the negative effect and scope of European sovereign debt crisis. The direct economic consequences of the European sovereign debt crisis are the widening gap between the rich and the poor, the conflicts between financial and monetary interests and the dominance of contradictions, and the emergence of new obstacles to the integration of currency areas. The weakening of the relationship of political trust and conflicts of political interests between developed and relatively underdeveloped member countries, the reorganization of political interest groups, the emergence of new political contradictions and political deadlock are the direct political consequences of the sovereign debt crisis in Europe. Therefore, it is a common task for the international community to control the spread of the sovereign debt crisis in Europe, and to construct some form of public finance policy system in the monetary region. The establishment of entry and exit mechanism and international rescue mechanism is the main direction of reconstruction and evolution.
