【摘要】：陜西豐富的資源優(yōu)勢及投資環(huán)境的不斷改善,使得陜西省逐步承接來自國外的資本流入和東部地區(qū)的產(chǎn)業(yè)轉(zhuǎn)移。關(guān)中、陜北、陜南地區(qū)由于吸引外商直接投資的結(jié)構(gòu)不盡合理,造成了各地區(qū)不同程度、不同類型的環(huán)境污染和生態(tài)破壞。通過對陜西省FDI的環(huán)境效應(yīng)進行分析,可以為陜西省制定引資政策和加強外資企業(yè)的環(huán)境管理提供借鑒,最大程度地降低外資企業(yè)對我省環(huán)境的負(fù)面效應(yīng)。 本文運用定性與定量相結(jié)合的研究方法分別從投資規(guī)模、投資流向和投資來源的角度詳細(xì)論述了陜西省吸收外商直接投資的現(xiàn)狀,分析了陜西吸收FDI存在的主要問題,主要從工業(yè)“三廢”排放情況方面闡述了陜西省的環(huán)境污染現(xiàn)狀。運用計量經(jīng)濟的分析方法,實證檢驗了各區(qū)域吸收的FDI與環(huán)境污染的因果關(guān)系,結(jié)合外商直接投資與環(huán)境關(guān)系演進趨勢的假設(shè)判斷,實證檢驗了各區(qū)域吸收FDI與環(huán)境污染的趨勢關(guān)系,并且對FDI環(huán)境效應(yīng)的影響因素進行分析。 根據(jù)上述的實證分析得出結(jié)論,考慮到對環(huán)境的影響,陜北、關(guān)中、陜南各區(qū)域在吸引外商直接投資時應(yīng)引進外資到污染相對較小的產(chǎn)業(yè),充分發(fā)揮FDI的環(huán)境結(jié)構(gòu)效應(yīng)和技術(shù)效應(yīng),同時依托比較優(yōu)勢,促進產(chǎn)業(yè)結(jié)構(gòu)升級。
[Abstract]:The abundant resource advantage and the continuous improvement of the investment environment in Shaanxi make Shaanxi gradually accept the capital inflow from abroad and the industrial transfer from the eastern region. The structure of attracting foreign direct investment in Guanzhong, northern and southern Shaanxi regions is unreasonable, resulting in different levels of environmental pollution and ecological destruction in various regions. By analyzing the environmental effects of FDI in Shaanxi Province, we can provide a reference for Shaanxi Province to formulate policies for attracting foreign investment and strengthen the environmental management of foreign-funded enterprises, and reduce the negative effects of foreign-funded enterprises on the environment of our province to the greatest extent. This paper discusses in detail the current situation of absorbing foreign direct investment in Shaanxi Province from the angles of investment scale, investment direction and investment source by combining qualitative and quantitative research methods, and analyzes the main problems existing in Shaanxi's absorption of FDI. The present situation of environmental pollution in Shaanxi Province is expounded from the discharge situation of industrial waste. By using econometric analysis method, this paper empirically tests the causality between FDI absorbed by different regions and environmental pollution, combining with the hypothesis judgment of the evolution trend of the relationship between foreign direct investment and environment. The trend relationship between FDI absorption and environmental pollution in different regions is tested, and the influencing factors of FDI environmental effect are analyzed. According to the above empirical analysis, it is concluded that considering the impact on the environment, all regions in northern Shaanxi, Guanzhong and southern Shaanxi should introduce foreign capital to industries with relatively small pollution when attracting foreign direct investment. Give full play to the environmental and technological effects of FDI, and promote the upgrading of industrial structure based on comparative advantages.
