【摘要】：正金融穩(wěn)定是指金融體系處于能夠有效發(fā)揮其關(guān)鍵功能的狀態(tài)。在此狀態(tài)下,宏觀經(jīng)濟(jì)健康運(yùn)行,貨幣財(cái)政政策傳導(dǎo)有效,金融生態(tài)環(huán)境不斷改善,金融機(jī)構(gòu)、金融市場和金融基礎(chǔ)設(shè)施能夠發(fā)揮資源配置、風(fēng)險(xiǎn)管理、支付結(jié)算等關(guān)鍵功能,在受到外部因素沖擊時(shí)金融體系整體上仍然能夠平穩(wěn)運(yùn)行。作為中央銀行的天然職能和法定職能,維護(hù)金融穩(wěn)定職能經(jīng)歷了不斷演進(jìn)和發(fā)展的過程。
[Abstract]:Positive financial stability refers to the state in which the financial system can effectively perform its key functions. In this state, macroeconomic healthy operation, effective transmission of monetary and fiscal policies, continuous improvement of the financial ecological environment, and the ability of financial institutions, financial markets and financial infrastructure to perform such key functions as resource allocation, risk management, payment and settlement, etc. The financial system as a whole can still operate smoothly when it is hit by external factors. As the natural and statutory functions of the central bank, the function of maintaining financial stability has undergone a process of continuous evolution and development.
