【摘要】:隨著我國(guó)金融體制改革的不斷深入,國(guó)內(nèi)各商業(yè)銀行紛紛將信用卡業(yè)務(wù)定位為轉(zhuǎn)型發(fā)展中的戰(zhàn)略性金融產(chǎn)品,我國(guó)信用卡市場(chǎng)的競(jìng)爭(zhēng)也越來(lái)越呈現(xiàn)出群雄逐鹿的態(tài)勢(shì)。進(jìn)入2000年以后,商業(yè)銀行信用卡業(yè)務(wù)以年均22%的速度猛增。今天,信用卡業(yè)務(wù)在各個(gè)商業(yè)銀行的業(yè)務(wù)中已經(jīng)占據(jù)重要地位,成為了商業(yè)銀行的新增贏利點(diǎn)。不過(guò),在追求發(fā)卡量、商戶數(shù)的跑馬圈地現(xiàn)象背后,其風(fēng)險(xiǎn)也逐漸暴露出來(lái),作為一項(xiàng)高風(fēng)險(xiǎn)與高收益并存的業(yè)務(wù),對(duì)商業(yè)銀行的危害性不容忽視,一旦形成損失將非?捎^。在金融體系的運(yùn)轉(zhuǎn)、金融活動(dòng)的實(shí)施以及金融行業(yè)的不斷發(fā)展過(guò)程中,無(wú)法完全杜絕風(fēng)險(xiǎn)的存在。風(fēng)險(xiǎn)的分析和管理對(duì)于每一個(gè)公司、金融機(jī)構(gòu)來(lái)講,都是其管理活動(dòng)中最關(guān)鍵的內(nèi)容之一。同樣,對(duì)于金融理論研究來(lái)講,關(guān)于風(fēng)險(xiǎn)管理策略、風(fēng)險(xiǎn)定價(jià)及度量等在風(fēng)險(xiǎn)管理的基本理論中占很大的比重。在現(xiàn)代商業(yè)銀行信用卡業(yè)務(wù)的風(fēng)險(xiǎn)管理中,信用風(fēng)險(xiǎn)管理一直是研究所關(guān)注的重點(diǎn)領(lǐng)域,對(duì)于其他的風(fēng)險(xiǎn)類型的理論研究還較為稀少。而且傳統(tǒng)的風(fēng)險(xiǎn)管理技術(shù)大多是利用經(jīng)驗(yàn)性的手段,無(wú)論是從風(fēng)險(xiǎn)水平的衡量方法還是從風(fēng)險(xiǎn)轉(zhuǎn)移和控制的手段來(lái)看,都沒(méi)有取得很大程度的發(fā)展。直到近幾年,理論上對(duì)信用卡風(fēng)險(xiǎn)的衡量方法和控制手段的研究才活躍起來(lái),但從總體來(lái)說(shuō),較之傳統(tǒng)方法,還不成熟、不完善。從20世紀(jì)80年代開(kāi)始,我國(guó)的金融管制不斷放寬,金融自由化進(jìn)程也逐步加快,由于國(guó)內(nèi)信用卡產(chǎn)業(yè)仍處于初級(jí)發(fā)展階段,所以發(fā)卡行風(fēng)險(xiǎn)管理能力、控制制度的缺失,風(fēng)險(xiǎn)管理控制經(jīng)驗(yàn)的缺乏,信用卡相關(guān)法律制度和監(jiān)管體系的不健全,我國(guó)的個(gè)人社會(huì)征信體系的不完善等因素都制約我國(guó)信用卡的穩(wěn)健發(fā)展。因此對(duì)于微觀經(jīng)濟(jì)主體和宏觀經(jīng)濟(jì)發(fā)展來(lái)講,研究我國(guó)信用卡風(fēng)險(xiǎn)管理都有著重要的現(xiàn)實(shí)意義。 自我國(guó)實(shí)施改革開(kāi)放政策之日起,我國(guó)便同時(shí)發(fā)行了信用卡,但實(shí)際上,改革開(kāi)放的速度遠(yuǎn)遠(yuǎn)快于信用卡的發(fā)展速度。嚴(yán)格來(lái)說(shuō),中國(guó)信用卡市場(chǎng)的形成實(shí)際上是在1995年——2000年之間。我國(guó)信用卡的發(fā)展模式的典型代表是中國(guó)工商銀行的牡丹信用卡,這些年,區(qū)域內(nèi)商業(yè)銀行加大了對(duì)信用卡業(yè)務(wù)的投資力度,,越來(lái)越多的商業(yè)銀行意識(shí)到信用卡業(yè)務(wù)是一種新興的創(chuàng)收方式。伴隨著銀行卡業(yè)務(wù)的騰飛,銀行卡風(fēng)險(xiǎn)也變得越來(lái)越復(fù)雜,出現(xiàn)了一連串的新特點(diǎn),比如影響范圍更大、風(fēng)險(xiǎn)更復(fù)雜、波及面更廣、隱蔽性更強(qiáng)等。銀行卡業(yè)務(wù)風(fēng)險(xiǎn)涉及面越來(lái)越寬,種類越來(lái)越多樣,具體成因即包括管理方面所存在的缺陷、運(yùn)營(yíng)商管理不嚴(yán)、受理商戶在履職行為上的不到位,也包括持卡人安全用卡知識(shí)的匱乏。同時(shí)在風(fēng)險(xiǎn)管理控制手段的實(shí)施過(guò)程中,也存在著諸多主客觀因素:銀行IC芯片卡普及難度大、各級(jí)監(jiān)管措施力度不足、投訴機(jī)制不健全、風(fēng)險(xiǎn)案件信息共享困難以及法律建設(shè)落后等,均給信用卡風(fēng)險(xiǎn)管理提出了巨大考驗(yàn)。本文通過(guò)對(duì)現(xiàn)有市場(chǎng)結(jié)構(gòu)、現(xiàn)狀及風(fēng)險(xiǎn)構(gòu)成的分析,結(jié)合美國(guó)、韓國(guó)信用卡風(fēng)險(xiǎn)控制的先進(jìn)經(jīng)驗(yàn)和有效手段,制定了針對(duì)工商銀行新疆分行營(yíng)業(yè)部區(qū)域內(nèi)信用卡風(fēng)險(xiǎn)管理的工作目標(biāo),提出了如加強(qiáng)內(nèi)部管理、完善法律體系、構(gòu)建風(fēng)險(xiǎn)案件防控聯(lián)動(dòng)制度、商戶實(shí)名制、信用卡安全知識(shí)推廣等一系列風(fēng)險(xiǎn)措施和實(shí)施建議,切實(shí)可行的指導(dǎo)現(xiàn)行發(fā)卡營(yíng)銷(xiāo)策略,在發(fā)卡量不斷擴(kuò)張的同時(shí),警示風(fēng)險(xiǎn)管理的重要作用,進(jìn)而推動(dòng)信用卡、收單市場(chǎng)的信用環(huán)境建設(shè)。
[Abstract]:With the deepening of the reform of the financial system in China, the commercial banks in China have positioned the credit card business as a strategic financial product in the transition and development. The competition of the credit card market in China is becoming more and more ambitious. After 2000, the credit card business of commercial banks is increasing at a rate of 22% per year. Card business has already occupied an important position in the business of various commercial banks and has become a new profit point for commercial banks. However, the risk is gradually exposed behind the phenomenon of running horse circles in the pursuit of the quantity of card issuing and the number of merchants. As a business with high risk and high income, it can not be ignored for commercial banks. The loss will be considerable. In the operation of the financial system, the implementation of financial activities and the continuous development of the financial industry, it is impossible to completely eliminate the existence of risk. The analysis and management of risk is one of the key elements in the management activities for every company and financial institution. In the risk management of the credit card business of modern commercial banks, the management of credit risk has always been the focus area of the research, and the theoretical research on other types of risk is still scarce. Most of the management techniques use empirical means. No matter from the measurement of risk level or from the means of risk transfer and control, there has been no great development. In recent years, the research on the measurement and control methods of credit card risk has been active in the past few years, but in general, it is more traditional. The method is not mature and imperfect. Since 1980s, the financial control of our country has been relaxed and the process of financial liberalization has been gradually accelerated. Because the domestic credit card industry is still in the primary stage of development, the risk management ability of the issuing bank, the lack of control system, the lack of experience in risk management and control, and the related legal system of credit card And the imperfect supervision system and the imperfect personal social credit system in our country all restrict the steady development of our credit card. Therefore, it is of great practical significance to study the risk management of China's credit card for the microeconomic subject and the macro economic development.
Since the implementation of China's reform and opening up policy, China has issued a credit card at the same time, but in fact, the speed of reform and opening up is far faster than the speed of credit card development. Strictly speaking, the formation of the Chinese credit card market is actually between 1995 and 2000. The typical representative of the development model of China's credit card is the ICBC. The peony credit card, in these years, the commercial banks in the region have increased their investment in the credit card business. More and more commercial banks have realized that the credit card business is a new way of generating income. With the takeoff of the bank card business, the risk of the bank card has become more and more complex, and a series of new characteristics have emerged, such as the scope of influence. The risk of the bank card business is more and more broad and more concealed. The risk of the bank card business involves more and more wide and diversified types. The concrete causes include the defects in the management, the poor management of the operators, the lack of the business and the lack of knowledge of the cardholder's safety card. There are also many subjective and objective factors in the implementation of the risk management control means: the bank IC chip Karp and the difficulty, the inadequate supervision measures at all levels, the imperfect complaints mechanism, the difficulty of sharing the information of the risk cases and the backward legal construction, all of which have put forward a great test for the credit card risk management. The analysis of the structure, present situation and risk composition, combined with the advanced experience and effective means of the risk control of the American and Korean credit cards, formulated the target of the credit card risk management in the business department of Xinjiang branch of the industrial and commercial bank, and proposed to strengthen the internal management, improve the legal system, construct the linkage system of risk case prevention and control, and the firm's real name. System, credit card security knowledge promotion and a series of risk measures and implementation suggestions, practical and feasible guidance of the current card marketing strategy, the expansion of the number of cards, at the same time, the important role of warning risk management, and then promote credit cards, the credit environment construction of the market.
