【摘要】：長(zhǎng)期以來(lái)，人們普遍認(rèn)為，貨幣政策只有保持神秘性，中央銀行才能夠適時(shí)與靈活的調(diào)整貨幣政策。隨著一些理論的不斷發(fā)展，比如信息不對(duì)稱(chēng)理論、理性預(yù)期理論、貨幣政策動(dòng)態(tài)不一致理論和公共選擇理論，這些理論動(dòng)搖了這一傳統(tǒng)觀(guān)點(diǎn)，對(duì)增強(qiáng)貨幣政策透明度的理論研究提供了支撐。再加上接連爆發(fā)的金融危機(jī)，治理通貨膨脹的壓力增大，，各國(guó)中央銀行開(kāi)始嘗試通過(guò)提高貨幣政策透明度，提升貨幣政策有效性，為經(jīng)濟(jì)發(fā)展提供良好的金融環(huán)境。在這種趨勢(shì)下，我對(duì)我國(guó)的貨幣政策透明度狀況進(jìn)行了研究。本文運(yùn)用理論分析與實(shí)證檢驗(yàn)相結(jié)合的方法，吸取國(guó)外中央銀行的實(shí)踐經(jīng)驗(yàn)，將我國(guó)貨幣政策透明度分為目標(biāo)透明度、工具透明度、操作透明度和認(rèn)知透明度四個(gè)方面。其次，從這幾個(gè)方面入手，對(duì)我國(guó)貨幣政策透明度的現(xiàn)狀及問(wèn)題進(jìn)行了分析。包括對(duì)我國(guó)貨幣政策透明度的歷史發(fā)展回顧，運(yùn)用EG指標(biāo)法、AH指數(shù)法實(shí)證檢驗(yàn)我國(guó)當(dāng)前貨幣政策透明度狀況，以及現(xiàn)階段我國(guó)貨幣政策透明度存在的問(wèn)題。最后，根據(jù)文中所發(fā)現(xiàn)的問(wèn)題，借鑒國(guó)外的理論和經(jīng)驗(yàn)，結(jié)合中國(guó)當(dāng)前宏觀(guān)經(jīng)濟(jì)形勢(shì)和實(shí)際情況，針對(duì)性地提出我國(guó)貨幣政策透明度建設(shè)的優(yōu)化措施。
[Abstract]:For a long time, it has been widely believed that the central bank can adjust monetary policy in a timely and flexible manner only if it remains mysterious. With the development of some theories, such as information asymmetry theory, rational expectation theory, monetary policy dynamic inconsistent theory and public choice theory, these theories shake this traditional view. To enhance the monetary policy transparency theory research provides the support. In addition, with the successive financial crisis, the pressure to control inflation increased, the central banks of various countries began to try to improve the transparency of monetary policy, enhance the effectiveness of monetary policy, and provide a good financial environment for economic development. Under this trend, I have carried on the research to our country's monetary policy transparency condition. By combining theoretical analysis with empirical test and drawing on the practical experience of foreign central banks, this paper divides the transparency of monetary policy into four aspects: target transparency, tool transparency, operational transparency and cognitive transparency. Secondly, this paper analyzes the current situation and problems of China's monetary policy transparency from these aspects. Including reviewing the historical development of China's monetary policy transparency, using the EG index method and AH index method to empirically test the current situation of monetary policy transparency in China, as well as the existing problems of China's monetary policy transparency at the present stage. Finally, according to the problems found in this paper, using the theory and experience of foreign countries for reference, combined with the current macroeconomic situation and the actual situation of China, this paper puts forward the optimization measures for the transparency construction of monetary policy in China.
