【摘要】：商業(yè)銀行信貸和資本監(jiān)管具有順周期性。銀行信貸順周期性導(dǎo)致經(jīng)濟(jì)繁榮時(shí)期的貸款擴(kuò)張和經(jīng)濟(jì)衰退時(shí)的貸款緊縮�！栋腿麪栙Y本協(xié)議Ⅱ》下的資本監(jiān)管約束,在經(jīng)濟(jì)衰退時(shí)會(huì)促使銀行形成信貸萎縮效應(yīng),影響和制約貨幣政策有效性的發(fā)揮,次貸危機(jī)為《巴塞爾資本協(xié)議Ⅱ》下的銀行風(fēng)險(xiǎn)管理和監(jiān)管的創(chuàng)新帶來了新的要求和挑戰(zhàn)。要減輕順周期的影響,增強(qiáng)金融體系的穩(wěn)定性,需要建立逆周期動(dòng)態(tài)調(diào)整的資本監(jiān)管制度,構(gòu)建逆周期的宏觀審慎監(jiān)管框架,并協(xié)調(diào)運(yùn)用與宏觀經(jīng)濟(jì)運(yùn)行相逆的貨幣政策,協(xié)調(diào)各宏微觀監(jiān)管部門,完善風(fēng)險(xiǎn)預(yù)警體系和銀行的激勵(lì)約束機(jī)制。
[Abstract]:Commercial bank credit and capital regulation has thecyclical. Bank credit procyclicality resulting in regulatory capital constraints during the boom, the loan expansion and recession when the credit crunch. Basel Capital Accord II >, in a recession will prompt banks to form credit contraction effect, which affects and restricts the effectiveness of monetary policy to play. Bring new demands and challenges for the subprime crisis "innovation of Basel Capital Accord II > bank supervision and risk management. To reduce the procyclical effect, enhance the stability of the financial system, need to establish a counter cyclical dynamic adjustment of the capital supervision system, establishing counter cyclical macro prudential regulatory framework, and coordinate the use of inverse phase with the operation of macro economy monetary policy, the coordination of various macro and micro supervision departments, improve the incentive and restraint mechanism of risk early warning system and the bank.
