【摘要】：FDI與我國產(chǎn)業(yè)結構升級的關系問題，一直是業(yè)界和學術界關注的焦點，但很少有學者針對FDI、外包這種組織方式對產(chǎn)業(yè)結構升級影響的研究。本文在分析FDI、外包組織方式對我國制造業(yè)產(chǎn)業(yè)結構升級的作用機制的基礎上，再根據(jù)前面理論研究和實證分析的結論，從如何突破國際生產(chǎn)組織制度安排(即如何根據(jù)行業(yè)和企業(yè)特征等來選擇FDI或外包及它們之間的組合方式)來優(yōu)化我國產(chǎn)業(yè)結構，提升我國的技術技能水平，為我國產(chǎn)業(yè)結構轉(zhuǎn)型升級的產(chǎn)業(yè)戰(zhàn)略重點提出相應的政策依據(jù)。 為了檢驗FDI、外包與產(chǎn)業(yè)結構升級的實際影響，本文利用從2000-2010年全國28個制造業(yè)的FDI/總出口值，OUT/總出口值、資本密集度(K/L)、人力資本密集度(H/L)、研發(fā)密集度((RD)/Sales)、產(chǎn)業(yè)結構(Strc)等有關統(tǒng)計數(shù)據(jù)，，構建面板模型。從國際生產(chǎn)組織安排對外向產(chǎn)業(yè)結構升級的影響效應和國際生產(chǎn)組織安排對技術技能升級的影響效應兩個層面進行面板數(shù)據(jù)模型回歸，實證結果表明：(1)石油加工制造業(yè)，化學制造業(yè)，機械電子設備制造業(yè)的組織形式主要為FDI；(2)食品制造業(yè)，其他制造業(yè)的組織形式主要為外包；(3)而紡織、縫紉及皮革制造業(yè)的組織形式為FDI和外包兩種形式；(4)實證還表明技術升級和技能升級是影響外向產(chǎn)業(yè)轉(zhuǎn)型升級的主要路徑。 最后，針對理論分析和實證檢驗的結果，文章最后就我國制造業(yè)如何更好的進行FDI/外包的組織方式安排來促進技術技能升級，最終提升我國的產(chǎn)業(yè)轉(zhuǎn)型升級提出了若干對策和建議，為了保障這些對策建議得到有效實施工落實，分別從政府、行業(yè)、企業(yè)等不同的視角進行了分析。本論文對明確外向產(chǎn)業(yè)轉(zhuǎn)型升級戰(zhàn)略重點與政策調(diào)整具有重要的參考價值。
[Abstract]:The relationship between FDI and the upgrading of China's industrial structure has always been the focus of attention of the industry and academia. However, few scholars have studied the influence of FDI, outsourcing on the upgrading of industrial structure. This paper analyzes the mechanism of FDI, outsourcing organization on the upgrading of manufacturing industry structure in China. Then according to the conclusions of the previous theoretical research and empirical analysis, from how to break through the international production organization system arrangement (that is, how to choose FDI or outsourcing according to the characteristics of industry and enterprises, and the combination between them) to optimize the industrial structure of our country. In order to improve the level of technical skills in China, this paper puts forward the corresponding policy basis for the industrial strategic emphasis of the transformation and upgrading of industrial structure in our country. In order to test the actual impact of FDI, outsourcing and industrial structure upgrading, this paper uses the total FDI/ export value of 28 manufacturing industries in China from 2000-2010 to output / total export value. The capital intensity is K / L, the human capital density is H / L, the R & D intensity is very high, the R & D intensity is very high, the industrial structure is very strong, and so on. Building panel model. From the international production organization arrangement to the industrial structure upgrade effect and the international production organization arrangement to the technical skill upgrading influence effect two levels carries on the panel data model regression. The empirical results show that the organizational forms of the oil processing, chemical and mechanical and electronic equipment manufacturing industries are mainly FDIX 2) food manufacturing, while the other manufacturing organizations are mainly outsourced and textile. The organization forms of sewing and leather manufacturing are FDI and outsourcing. The empirical results also show that technology upgrading and skill upgrading are the main ways to influence the transformation and upgrading of outward industry. Finally, according to the results of theoretical analysis and empirical test, the article finally on how to better our manufacturing industry FDI/ outsourcing organizational arrangements to promote the upgrading of technical skills. Finally, some countermeasures and suggestions are put forward to promote the industrial transformation and upgrading of our country. In order to ensure the effective implementation of these countermeasures and suggestions, respectively from the government and the industry, This paper has important reference value for defining the strategic focus and policy adjustment of outward industry transformation and upgrading.
