【摘要】：目前,我國已經(jīng)成為世界航運(yùn)大國和造船大國,然而與其有著密切聯(lián)系的船舶融資市場發(fā)展卻沒能走在世界前列。船舶融資市場作為航運(yùn)市場、造船市場與金融市場之間的紐帶,為服務(wù)我國航運(yùn)企業(yè)、保障國家海運(yùn)安全、推動造船及航運(yùn)等產(chǎn)業(yè)鏈的戰(zhàn)略發(fā)展發(fā)揮了重要的作用。近些年來,受全球經(jīng)濟(jì)形勢下行、航運(yùn)造船業(yè)持續(xù)低迷等因素影響,國外主要船舶融資市場紛紛壓縮甚至關(guān)閉船舶融資市場業(yè)務(wù),然而我國船舶融資市場近年來卻逆勢發(fā)展保持良好的發(fā)展勢頭,特別是作為中國船舶融資新興市場的船舶融資租賃業(yè)的發(fā)展成績斐然,已成為僅次于銀行貸款的第二大船舶融資方式。船舶融資租賃涉及資金量大、參與方多、周期長、環(huán)節(jié)復(fù)雜等特點(diǎn),具有一定的不確定性和不可控性,面臨著諸多風(fēng)險因素。特別是在當(dāng)前國際航運(yùn)造船市場發(fā)展撲朔迷離的時期,風(fēng)險的重要性更是不言而喻。由于我國船舶融資租賃業(yè)開展時間還不長,相應(yīng)的風(fēng)險管理手段還不能完全跟上發(fā)展的步伐,不同金融租賃公司的風(fēng)險管理水平也不盡相同,如何有效進(jìn)行風(fēng)險管理,是金融租賃公司乃至我國船舶融資租賃業(yè)持續(xù)健康發(fā)展的頭等大事。 本文以船舶融資租賃風(fēng)險為研究對象,首先論述了船舶融資租賃相關(guān)概念特點(diǎn)及其宏觀發(fā)展,進(jìn)而從信息不對稱和羊群效應(yīng)的角度闡釋了船舶融資租賃風(fēng)險的理論形成原因,按照系統(tǒng)性風(fēng)險和非系統(tǒng)性風(fēng)險兩大類型將風(fēng)險的具體表現(xiàn)進(jìn)行了識別分類。在此基礎(chǔ)上,本文構(gòu)建了船舶融資租賃項目風(fēng)險評價指標(biāo)體系,運(yùn)用物元可拓模型對船舶融資租賃項目風(fēng)險進(jìn)行評價,并結(jié)合真實的項目操作案例就模型的實用性進(jìn)行了實證分析。最后就金融租賃公司的風(fēng)險防控問題,分別從信用風(fēng)險、市場風(fēng)險、內(nèi)部風(fēng)險、人才培養(yǎng)等不同角度提出了相應(yīng)的可行性對策和建議。
[Abstract]:At present, China has become a major shipping and shipbuilding country in the world, but the ship financing market, which is closely related to it, has not been able to develop in the forefront of the world. The link between the shipbuilding market and the financial market has played an important role in serving our shipping enterprises, ensuring the national maritime security and promoting the strategic development of shipbuilding and shipping industry chains. In recent years, the global economic situation has been declining. Due to the continuous downturn of shipping industry, the main ship financing markets in foreign countries have compressed or even closed the ship financing market business. However, in recent years, the ship financing market in China has maintained a good momentum of development against the trend. Especially, as the emerging market of ship financing in China, the ship financing leasing industry has become the second largest ship financing method after bank loans. Ship financing lease involves a large amount of capital, many participants and a long period. Because of its complexity, uncertainty and uncontrollability, it is faced with many risk factors, especially in the current period of the development of international shipping and shipbuilding market. The importance of risk is even more self-evident. Because the development of ship financing leasing industry in China is not long, the corresponding risk management methods can not keep up with the pace of development, and the risk management level of different financial leasing companies is different. How to effectively carry out risk management is the top priority for the financial leasing companies and even for the sustainable and healthy development of the ship financing leasing industry in China. Taking the risk of ship finance lease as the research object, this paper firstly discusses the characteristics of ship finance lease related concepts and its macroscopic development, and then explains the theoretical reasons of ship finance lease risk from the angle of information asymmetry and herding effect. According to the two types of systemic risk and non-systemic risk, the specific performance of the risk is identified and classified. On this basis, this paper constructs the risk evaluation index system of ship finance lease project. This paper uses matter-element extension model to evaluate the risk of ship finance lease project, and analyzes the practicability of the model by combining the real project operation case. Finally, the risk prevention and control problem of financial leasing company is analyzed from the credit risk, respectively. Market risk, internal risk, talent training and other different perspectives put forward the corresponding feasible countermeasures and suggestions.
