【摘要】：1960年底,為加速?lài)?guó)防科技事業(yè)的發(fā)展,經(jīng)中央批準(zhǔn),國(guó)防科學(xué)技術(shù)委員會(huì)集中組建了國(guó)防部第六、第七、第十研究院,國(guó)防工業(yè)部門(mén)陸續(xù)建立了第三、第四、第五和第六機(jī)械工業(yè)部,科研試制與工業(yè)生產(chǎn)的矛盾不斷出現(xiàn)。1962年,國(guó)防工業(yè)部門(mén)的領(lǐng)導(dǎo)提出了"部院合并"的建議,由此在國(guó)防科技工業(yè)系統(tǒng)內(nèi)部引發(fā)了長(zhǎng)時(shí)間的討論,"部院合并"成為一個(gè)周期性反復(fù)的問(wèn)題,對(duì)中國(guó)國(guó)防科技工業(yè)管理體制的發(fā)展變化產(chǎn)生了深遠(yuǎn)影響。
[Abstract]:At the end of 1960, in order to accelerate the development of national defense science and technology, with the approval of the Central Committee, the National Defense Science and Technology Commission concentrated on the establishment of the sixth, seventh and tenth research institutes of the Ministry of National Defense, and the national defense industry departments one after another established the third, fourth, fifth and sixth mechanical industry ministries, and the contradiction between scientific research trial production and industrial production continued to emerge. In 1962, the leaders of the defense industry department put forward the proposal of "the merger of ministries and academies." As a result, there has been a long discussion within the national defense science and technology industry system. "the merger of ministries and academies" has become a periodic and repeated problem, which has had a profound impact on the development and change of the management system of China's national defense science and technology industry.
