美國(guó)“再工業(yè)化”的國(guó)家安全含義及其對(duì)中國(guó)的影響

【摘要】:"再工業(yè)化"是奧巴馬政府上臺(tái)以來(lái)經(jīng)濟(jì)重建的重要內(nèi)容,是金融危機(jī)后美國(guó)政府經(jīng)濟(jì)政策發(fā)生重大轉(zhuǎn)變和重要轉(zhuǎn)向的標(biāo)志。長(zhǎng)期"去工業(yè)化"導(dǎo)致美國(guó)經(jīng)濟(jì)上的過(guò)度虛擬化、社會(huì)上的貧富分化對(duì)立、政治上的兩極化和意識(shí)形態(tài)上的"美國(guó)夢(mèng)"危機(jī),對(duì)美國(guó)國(guó)家實(shí)力造成了系統(tǒng)性的損害,給美國(guó)國(guó)家安全帶來(lái)了全局性、結(jié)構(gòu)性的挑戰(zhàn),威脅到美國(guó)在世界上的"領(lǐng)導(dǎo)地位",迫使美國(guó)政府不得不從國(guó)家安全的高度來(lái)看待和處理制造業(yè)問(wèn)題,這是奧巴馬政府推動(dòng)"再工業(yè)化"戰(zhàn)略的深層次原因。"再工業(yè)化"遠(yuǎn)不止是一項(xiàng)經(jīng)濟(jì)戰(zhàn)略,同時(shí)還是一項(xiàng)安全戰(zhàn)略,是美國(guó)國(guó)家安全戰(zhàn)略調(diào)整的具體體現(xiàn),蘊(yùn)含著對(duì)華戰(zhàn)略沖突的性質(zhì)和對(duì)華貿(mào)易保護(hù)主義增強(qiáng)的意味。"再工業(yè)化"也不僅僅是應(yīng)對(duì)金融危機(jī)的一種權(quán)宜之計(jì),還是一次兼具長(zhǎng)遠(yuǎn)意義的戰(zhàn)略轉(zhuǎn)折。問(wèn)題決定議程。盡管特朗普對(duì)"美國(guó)霸權(quán)邏輯"頗有微詞,也表現(xiàn)出很強(qiáng)的"反全球化"色彩,但特朗普上臺(tái)后并沒(méi)有改變奧巴馬的"再工業(yè)化"戰(zhàn)略取向,只是在策略上進(jìn)行了一些調(diào)整。當(dāng)然,這并不是說(shuō)美國(guó)政府一定會(huì)實(shí)現(xiàn)美國(guó)的"再工業(yè)化"目標(biāo),是否去做與能否實(shí)現(xiàn)是兩回事。
[Abstract]:"Reindustrialization" is an important part of the economic reconstruction since the Obama administration came to power. It is also the symbol of the major change and the important turn of the American government's economic policy after the financial crisis. Long-term "deindustrialization" has led to excessive virtualization of the US economy, social polarization between the rich and the poor, political polarization and the ideological crisis of the "American Dream", which has caused systematic damage to the strength of the United States. It has brought about overall and structural challenges to US national security, threatened the "leadership" of the United States in the world, and forced the US government to look at and deal with manufacturing issues from the perspective of national security. That's why the Obama administration is pushing for a strategy of re-industrialization. " "Reindustrialization is not only an economic strategy, but also a security strategy. It is a concrete embodiment of the adjustment of the national security strategy of the United States, and contains the nature of the strategic conflict with China and the enhancement of trade protectionism against China." Re-industrialization is not only a temporary measure to deal with the financial crisis, but also a long-term strategic turning point. The question decided on the agenda. Despite Trump's disapproval of the "logic of American hegemony" and his strong "anti-globalization" tone, Trump has not changed Obama's "re-industrialization" strategy since he came to power, but has made some adjustments in his strategy. Of course, this is not to say that the United States government will certainly achieve the goal of "re-industrialization", whether to do and whether to achieve is a different matter.
