【摘要】：在紛繁復(fù)雜的國內(nèi)外環(huán)境中,我國想要在國際市場中把握主動權(quán),必須牽住創(chuàng)新的“牛鼻子”,依靠創(chuàng)新驅(qū)動經(jīng)濟(jì)發(fā)展,推動經(jīng)濟(jì)轉(zhuǎn)型升級,確定創(chuàng)新在國家發(fā)展全局中的重要位置。創(chuàng)新是引領(lǐng)發(fā)展的第一動力,企業(yè)作為保障經(jīng)濟(jì)與科技緊密相連的重要載體,需要強化創(chuàng)新意識,加大研發(fā)投入,積極投身開展科技創(chuàng)新活動的項目中去,提高技術(shù)創(chuàng)新效率水平,提升技術(shù)創(chuàng)新成果轉(zhuǎn)化率,實現(xiàn)創(chuàng)新驅(qū)動發(fā)展的戰(zhàn)略目標(biāo)。目前,我國經(jīng)濟(jì)已經(jīng)由高速發(fā)展期步入了中高速發(fā)展的“新常態(tài)”,隨著黨中央對創(chuàng)新的高度重視,創(chuàng)新熱潮已經(jīng)在全國范圍內(nèi)掀起,發(fā)揮企業(yè)技術(shù)創(chuàng)新的主體地位,將創(chuàng)新融入到企業(yè)經(jīng)營發(fā)展的全局中去,從而提高企業(yè)技術(shù)創(chuàng)新能力勢在必行。截止到2014年為止,我國有RD活動的大中型工業(yè)企業(yè)已經(jīng)達(dá)到了21858家,與2005年相比,增加了3.18倍,人力、物力、財力投入呈現(xiàn)著持續(xù)的增長態(tài)勢,但是與發(fā)達(dá)國家相比,我國工業(yè)企業(yè)技術(shù)創(chuàng)新投入力度還是遠(yuǎn)遠(yuǎn)不夠的,發(fā)展過程中呈現(xiàn)出了整體技術(shù)創(chuàng)新水平偏低的現(xiàn)象。因而,本文把工業(yè)企業(yè)技術(shù)創(chuàng)新效率作為研究對象,對大中型工業(yè)企業(yè)技術(shù)創(chuàng)新效率進(jìn)行評價分析。本文對影響工業(yè)企業(yè)技術(shù)創(chuàng)新效率的因素進(jìn)行分析,并在此基礎(chǔ)上構(gòu)建技術(shù)創(chuàng)新的評價體系,選取適合我國國情的投入指標(biāo)與產(chǎn)出指標(biāo)。運用DEA分析方法,從靜態(tài)和動態(tài)兩個方面入手,對我國各地工業(yè)企業(yè)技術(shù)創(chuàng)新綜合效率進(jìn)行比較研究,進(jìn)而提出改進(jìn)的方向與力度。最終得出我國工業(yè)企業(yè)技術(shù)創(chuàng)新活動開展力度不夠,技術(shù)創(chuàng)新效率區(qū)域性差異明顯,投入資源被浪費現(xiàn)象嚴(yán)重的結(jié)論,并在此基礎(chǔ)上提出了可以有效推動我國技術(shù)創(chuàng)新效率水平的政策性意見。
[Abstract]:In the complicated environment at home and abroad, if we want to grasp the initiative in the international market, we must hold onto the "cow's nose" of innovation, rely on innovation to drive economic development and promote economic transformation and upgrading. Determine the important position of innovation in the overall development of the country. Innovation is the first driving force to lead development. As an important carrier to ensure that the economy is closely connected with science and technology, enterprises need to strengthen their awareness of innovation, increase their investment in R & D, and actively participate in projects that carry out scientific and technological innovation activities. Improve the efficiency of technological innovation, improve the transformation rate of technological innovation achievements, and achieve the strategic goal of innovation driven development. At present, the economy of our country has stepped into the "new normal" of medium and high speed development from the period of high speed development. With the high attention paid by the Party Central Committee to innovation, the upsurge of innovation has been set off throughout the country, giving play to the main position of technological innovation in enterprises. It is imperative to integrate innovation into the overall situation of enterprise management and development, so as to improve the technological innovation ability of enterprises. Up to 2014, the number of large and medium-sized industrial enterprises with RD activities in China has reached 21858, an increase of 3.18 times compared with 2005. The investment of manpower, material resources and financial resources has shown a sustained growth trend, but compared with developed countries, The investment in technological innovation of industrial enterprises in our country is far from enough, and the overall level of technological innovation is on the low side in the process of development. Therefore, this paper takes the technological innovation efficiency of industrial enterprises as the research object, and evaluates and analyzes the technological innovation efficiency of large and medium-sized industrial enterprises. This paper analyzes the factors that affect the efficiency of technological innovation in industrial enterprises, and on this basis, constructs an evaluation system of technological innovation, and selects input and output indicators suitable for China's national conditions. By using DEA analysis method, this paper makes a comparative study on the comprehensive efficiency of technological innovation of industrial enterprises in various parts of China from static and dynamic aspects, and then puts forward the direction and strength of improvement. Finally, the conclusion is drawn that the technological innovation activities of industrial enterprises in our country are not enough, the regional differences of technological innovation efficiency are obvious, and the phenomenon of waste of input resources is serious. On this basis, the paper puts forward some policy suggestions which can effectively promote the efficiency level of technological innovation in China.
