【摘要】：江西省作為欠發(fā)達(dá)省份,其工業(yè)經(jīng)濟(jì)并不發(fā)達(dá),工業(yè)化對(duì)江西省生態(tài)環(huán)境的侵蝕也相對(duì)較輕。但是江西要實(shí)現(xiàn)經(jīng)濟(jì)騰飛,工業(yè)化是其必然選擇,如何權(quán)衡經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù),將直接考驗(yàn)各級(jí)政府的環(huán)境保護(hù)意識(shí)和環(huán)境行政水平。工業(yè)集聚戰(zhàn)略目前是我國地區(qū)經(jīng)濟(jì)發(fā)展的重要戰(zhàn)略之一,工業(yè)集聚在促進(jìn)我國經(jīng)濟(jì)水平的快速提高的同時(shí)也帶來了一系列嚴(yán)重的環(huán)境問題。那么工業(yè)集聚是加劇了環(huán)境污染還是緩解了環(huán)境污染問題,不同學(xué)者對(duì)此有不同看法。本文在研究江西省工業(yè)集聚對(duì)環(huán)境污染的影響時(shí)引入技術(shù)進(jìn)步這個(gè)變量,文章首先從理論方面分析了工業(yè)集聚、技術(shù)進(jìn)步與環(huán)境污染這三者之間的關(guān)系,將工業(yè)集聚對(duì)環(huán)境污染的影響分解為規(guī)模效應(yīng)、結(jié)構(gòu)效應(yīng)和技術(shù)效應(yīng),并具體分析技術(shù)進(jìn)步是怎樣影響環(huán)境污染的,最后分析工業(yè)集聚和技術(shù)進(jìn)步對(duì)環(huán)境污染的綜合影響機(jī)理。隨后實(shí)證部分本文選取了2005-2014年江西省24個(gè)工業(yè)行業(yè)以及部分工業(yè)園區(qū)的數(shù)據(jù),并建立三個(gè)模型分別考察了工業(yè)集聚、技術(shù)進(jìn)步與環(huán)境污染三者之間的線性關(guān)系,工業(yè)集聚的平方項(xiàng)與環(huán)境污染之間的關(guān)系,工業(yè)集聚與技術(shù)進(jìn)步的關(guān)聯(lián)效應(yīng)對(duì)環(huán)境污染的影響。實(shí)證結(jié)果表明江西省工業(yè)集聚與環(huán)境污染之間存在倒U型曲線關(guān)系,即工業(yè)集聚首先會(huì)加劇環(huán)境污染,當(dāng)工業(yè)集聚達(dá)到一定水平之后由于集聚產(chǎn)生的技術(shù)效應(yīng)比較顯著,此時(shí)工業(yè)集聚水平的上升反而會(huì)改善環(huán)境污染狀況,技術(shù)進(jìn)步對(duì)于環(huán)境污染問題的改善起到比較明顯的作用�，F(xiàn)有的文獻(xiàn)大多數(shù)從中國整體的視角來研究工業(yè)集聚與環(huán)境污染的關(guān)系,而研究某個(gè)局部地區(qū)尤其是江西這樣的欠發(fā)達(dá)地區(qū)的文獻(xiàn)還比較少,本文在研究江西省工業(yè)集聚對(duì)環(huán)境污染影響的同時(shí)引入技術(shù)進(jìn)步這樣一個(gè)變量來分析其對(duì)環(huán)境污染的影響,在國家大力提倡技術(shù)創(chuàng)新的這樣一個(gè)大環(huán)境下,對(duì)于中部其他地區(qū)實(shí)現(xiàn)中部崛起這一國家戰(zhàn)略同時(shí)保護(hù)好生態(tài)環(huán)境具有一定的啟發(fā)意義。
[Abstract]:As an underdeveloped province, the industrial economy of Jiangxi Province is not developed, and the ecological environment of Jiangxi Province is relatively less eroded by industrialization. However, if Jiangxi wants to realize economic takeoff, industrialization is its inevitable choice. How to balance economic development and environmental protection will directly test the consciousness of environmental protection and the level of environmental administration of governments at all levels. Industrial agglomeration strategy is one of the important strategies of regional economic development in China. Industrial agglomeration not only promotes the rapid improvement of our economic level, but also brings a series of serious environmental problems. Different scholars have different views on whether industrial agglomeration exacerbates environmental pollution or alleviates environmental pollution. This paper introduces the variable of technological progress in the study of the impact of industrial agglomeration on environmental pollution in Jiangxi Province. Firstly, the paper analyzes the relationship among industrial agglomeration, technological progress and environmental pollution. The influence of industrial agglomeration on environmental pollution is divided into scale effect, structure effect and technical effect. Finally, the comprehensive influence mechanism of industrial agglomeration and technological progress on environmental pollution is analyzed. Then the empirical part selects the data of 24 industrial industries and some industrial parks in Jiangxi Province from 2005 to 2014, and establishes three models to examine the linear relationship among industrial agglomeration, technological progress and environmental pollution. The relationship between the square of industrial agglomeration and environmental pollution, and the influence of industrial agglomeration and technological progress on environmental pollution. The empirical results show that there is an inverse U curve relationship between industrial agglomeration and environmental pollution in Jiangxi Province, that is, industrial agglomeration will aggravate environmental pollution first, and when industrial agglomeration reaches a certain level, the technological effect due to agglomeration is obvious. At this time, the rising level of industrial agglomeration will improve the situation of environmental pollution, and the technological progress plays a more obvious role in improving the environmental pollution. Most of the existing documents study the relationship between industrial agglomeration and environmental pollution from the perspective of China as a whole, but there are few studies on some local areas, especially in less developed areas such as Jiangxi. This paper studies the impact of industrial agglomeration on environmental pollution in Jiangxi Province, and introduces a variable of technological progress to analyze its impact on environmental pollution. It has certain enlightening significance for other regions in central China to realize the national strategy of rising up of the central region and to protect the ecological environment well at the same time.
