JZ公司預(yù)先研究項(xiàng)目的多項(xiàng)目協(xié)同管理研究

【摘要】:軍事電子工業(yè)是關(guān)系國家安全的戰(zhàn)略性產(chǎn)業(yè),是國防科技工業(yè)和國家信息產(chǎn)業(yè)的重要組成部分,是國防信息化和現(xiàn)代化建設(shè)的核心力量。隨著我國軍隊(duì)轉(zhuǎn)型和使命任務(wù)的多樣化,國防和國民經(jīng)濟(jì)信息化建設(shè)都對(duì)軍事電子技術(shù)的儲(chǔ)備和新技術(shù)研究提出了更高的要求。按照“探索一代、預(yù)研一代、試制一代、生產(chǎn)一代”的國防武器裝備發(fā)展理念,總裝備部在發(fā)布了《裝備預(yù)先研究管理?xiàng)l例》統(tǒng)一指導(dǎo)裝備的預(yù)先研究工作。在裝備實(shí)現(xiàn)和技術(shù)發(fā)展過程中,大量的基礎(chǔ)理論研究、核心關(guān)鍵技術(shù)突破和驗(yàn)證都主要集中在預(yù)先研究階段,預(yù)先研究工作已經(jīng)成為裝備建設(shè)發(fā)展不可或缺的重要組成部分。隨著國家軍隊(duì)改革不斷推進(jìn),軍工企業(yè)戰(zhàn)略布局及其產(chǎn)品技術(shù)研發(fā)將發(fā)生變化,國家、企業(yè)等對(duì)預(yù)先研究項(xiàng)目重視程度的逐漸加深,軍工企業(yè)、科研院所所承擔(dān)的預(yù)先研究項(xiàng)目也逐年增多,而軍工企業(yè)、科研院所如何以有限的資源推進(jìn)多個(gè)預(yù)先研究項(xiàng)目協(xié)同發(fā)展,成為軍工企業(yè)、科研院所面臨的一個(gè)熱點(diǎn)問題。多項(xiàng)目協(xié)同管理是項(xiàng)目管理的新領(lǐng)域,它更加注重多個(gè)項(xiàng)目間的綜合管理和整體效益。預(yù)先研究是企業(yè)為了新產(chǎn)品的研發(fā)和產(chǎn)出提供技術(shù)儲(chǔ)備而對(duì)新原理、新技術(shù)、新工藝、新材料、新型元器件和新裝置等開展的關(guān)鍵技術(shù)研究,作為一種前瞻性研究,它對(duì)企業(yè)發(fā)展具有核心競爭力。JZ公司是國內(nèi)以軍事電子科研、生產(chǎn)為主業(yè)的大型地方軍工骨干企業(yè),承擔(dān)了大量的國防武器裝備的預(yù)研、型號(hào)研制、生產(chǎn)任務(wù),存在著多項(xiàng)目之間的協(xié)同和交叉,人、財(cái)、物等資源相對(duì)有限的特點(diǎn),因此研究該公司預(yù)先研究項(xiàng)目的多項(xiàng)目管理具有典型意義。本文結(jié)合JZ公司實(shí)際發(fā)展情況,收集和閱讀相關(guān)文獻(xiàn)的基礎(chǔ)上,運(yùn)用訪談、查閱文獻(xiàn)、對(duì)比、理論研究與案例研究結(jié)合等研究方法,通過理論與實(shí)踐相結(jié)合的論證手法,系統(tǒng)地提出基于JZ公司戰(zhàn)略和資源平衡的多項(xiàng)目協(xié)同預(yù)研項(xiàng)目管理體系,為多項(xiàng)目協(xié)同管理的實(shí)踐、提高我國軍工企業(yè)預(yù)研項(xiàng)目管理水準(zhǔn)提供了有益思考。文章首先對(duì)協(xié)同管理、預(yù)先研究項(xiàng)目管理等相關(guān)概念及其研究現(xiàn)狀進(jìn)行了綜述,通過訪談、查閱文獻(xiàn)等方法梳理JZ公司預(yù)先研究項(xiàng)目的管理現(xiàn)狀,并從預(yù)先研究管理組織結(jié)構(gòu)、管理流程、評(píng)價(jià)體系等方面對(duì)JZ公司預(yù)先研究管理的多項(xiàng)目協(xié)同管理問題進(jìn)行診斷分析,結(jié)合JZ公司實(shí)際情況出發(fā),對(duì)預(yù)先研究項(xiàng)目的協(xié)調(diào)管理體系進(jìn)行了總體設(shè)計(jì),包括組織結(jié)構(gòu)設(shè)計(jì)、流程設(shè)計(jì)、評(píng)價(jià)系統(tǒng)設(shè)計(jì)、功能目標(biāo)設(shè)計(jì)、激勵(lì)制度等,形成了一套新的預(yù)先研究管理體系。最后總結(jié)了JZ公司預(yù)先研究項(xiàng)目進(jìn)行多項(xiàng)目協(xié)同管理的效果,得出公司通過對(duì)預(yù)先研究項(xiàng)目進(jìn)行多項(xiàng)目協(xié)同管理,使得公司在管理水平、預(yù)先研究能力、預(yù)先研究人才隊(duì)伍等方面均有較大的提升,對(duì)企業(yè)的發(fā)展和加速國防裝備的建設(shè)有著重要意義。
[Abstract]:Military electronic industry is a strategic industry related to national security, an important part of national defense science and technology industry and national information industry, and the core force of national defense informatization and modernization. With the transformation of our military and the diversification of mission tasks, the national defense and national economic informatization construction have put forward higher requirements for the reserve of military electronic technology and the research of new technology. In accordance with the concept of "exploration generation, pre-research generation, trial production generation, and production generation", the General Armament Department has issued the "regulations on the Administration of advance Research on equipment" to guide the advance research work of the equipment. In the process of equipment realization and technology development, a large number of basic theory research, the core key technology breakthrough and verification are mainly concentrated in the advance research stage, the advance research work has become an indispensable and important part of the equipment construction development. With the continuous progress of the reform of the national army, the strategic layout of military enterprises and the research and development of their products will be changed. The state, enterprises, and so on are paying more and more attention to the advance research projects. The advance research projects undertaken by scientific research institutes are also increasing year by year. However, how to promote the coordinated development of many advance research projects with limited resources in military industry enterprises and research institutes has become a hot issue faced by military industry enterprises and scientific research institutes. Multi-project collaborative management is a new field of project management, which pays more attention to the integrated management and overall benefit of multiple projects. Advance research is the key technology research on new principles, new technologies, new processes, new materials, new components and new devices to provide technical reserves for the development and output of new products. As a forward-looking study, JZ Company is a large local military industry backbone enterprise with military electronics research and production as the main industry in China. It undertakes a large number of tasks of national defense weapon equipment pre-research, model development and production. There is synergy and crossover among many projects, and the resources of people, money and material are relatively limited, so it is of typical significance to study the multi-project management of the company in advance. Based on the actual development of JZ Company and the collection and reading of relevant documents, this paper uses the methods of interview, literature reference, comparison, theoretical research and case study, through the combination of theory and practice. A multi-project cooperative pre-research project management system based on the strategy and resource balance of JZ Company is put forward systematically, which provides a beneficial consideration for the practice of multi-project cooperative management and the improvement of the management level of China's military enterprises. Firstly, this paper summarizes the related concepts of collaborative management, advance research project management and its research status, combs the management status of JZ pre-research projects through interviews, literature and so on, and studies the management organization structure in advance. The management process and evaluation system are used to diagnose and analyze the multi-project cooperative management in advance study of JZ Company. Based on the actual situation of JZ Company, the overall design of the coordination management system of the pre-researched project is carried out. It includes organizational structure design, process design, evaluation system design, function goal design, incentive system, etc. Finally, the paper summarizes the effect of multi-project collaborative management in advance research project of JZ Company, and draws the conclusion that through multi-project collaborative management of pre-research project, the company can make the company in the management level and research ability in advance. It is of great significance to advance the development of enterprises and accelerate the construction of national defense equipment.
