新電改背景下配電網(wǎng)設(shè)備投資策略評價及優(yōu)化研究

【摘要】:近年來,隨著我國經(jīng)濟(jì)社會快速發(fā)展,城市配電網(wǎng)建設(shè)投入力度不斷加大,電網(wǎng)結(jié)構(gòu)得到明顯改善,配電能力和電能質(zhì)量穩(wěn)步提高,配電網(wǎng)發(fā)展取得長足進(jìn)步,國務(wù)院頒發(fā)的《關(guān)于加強(qiáng)城市基礎(chǔ)設(shè)施建設(shè)的意見》中明確要求提高城市基礎(chǔ)設(shè)施建設(shè)及管理水平,進(jìn)一步加強(qiáng)城市配電網(wǎng)建設(shè)。新一輪電力體制改革中則要求有序放開售電業(yè)務(wù),鼓勵社會資本進(jìn)入增量配電網(wǎng)投資領(lǐng)域,未來配電網(wǎng)建設(shè)將迎來新的局面。而第一批試點項目的確定,標(biāo)志著增量配電網(wǎng)投資業(yè)務(wù)放開已經(jīng)從頂層設(shè)計進(jìn)入了實施操作階段。本文首先闡述了國內(nèi)外針對全壽命周期成本和配電網(wǎng)投資策略綜合評價的研究動態(tài),結(jié)合電力體制改革的相關(guān)要求,探究了未來配電網(wǎng)設(shè)備投資運(yùn)維環(huán)境及策略,包括自投資自運(yùn)維、出租方投資自運(yùn)維和出租方投資出租方運(yùn)維三種主要策略;其次,分別分析了每種策略下配電網(wǎng)設(shè)備全壽命周期成本的組成及其測算方法;再次,從經(jīng)濟(jì)、技術(shù)和風(fēng)險三個主要方面剖析和挖掘了影響配電網(wǎng)設(shè)備投資策略的因素,結(jié)合評價指標(biāo)選取原則,建立了包含四級指標(biāo)的配電網(wǎng)設(shè)備投資策略綜合評價指標(biāo)體系;然后,將熵權(quán)法和云模型進(jìn)行了組合,提出了基于熵權(quán)-云模型的投資策略綜合評價方法,其中,云模型可以通過云的形式很好地將概念的模糊性和不確定性結(jié)合起來,熵權(quán)法的主要作用則是確定各指標(biāo)對上級指標(biāo)的權(quán)重;最后,以H市的實際數(shù)據(jù)為例,分別針對三種不同的配電網(wǎng)設(shè)備投資策略進(jìn)行了綜合評價實證分析,結(jié)合評價結(jié)論分析了既有策略的不足,如投資運(yùn)維策略及租金支付模式單一,融資租賃參與企業(yè)數(shù)量及類型不足和融資租賃相關(guān)規(guī)范體系不完善等,并根據(jù)這些不足提出針對性的策略優(yōu)化建議。本文針對新電改背景下配電網(wǎng)設(shè)備投資策略評價及優(yōu)化進(jìn)行研究,在電改對配電網(wǎng)業(yè)務(wù)環(huán)境影響分析的前提下,構(gòu)建配電網(wǎng)設(shè)備投資策略評價模型,并提出針對性的優(yōu)化建議,為電網(wǎng)公司配電網(wǎng)投資策略的制定與管理方面提供必備的理論、數(shù)據(jù)支持和實踐方法,為電網(wǎng)公司未來的配電網(wǎng)可持續(xù)發(fā)展提供前瞻性研究,進(jìn)一步促進(jìn)電力系統(tǒng)的安全、穩(wěn)定和經(jīng)濟(jì)運(yùn)行。
[Abstract]:In recent years, with the rapid development of our country's economy and society, the investment in the construction of urban distribution network has been increased, the power network structure has been obviously improved, the distribution capacity and power quality have been steadily improved, and the development of distribution network has made considerable progress. In the opinions on strengthening Urban Infrastructure Construction issued by the State Council, it is clearly requested to raise the level of urban infrastructure construction and management, and to further strengthen the construction of urban distribution network. In the new round of power system reform, it is necessary to liberalize the power sale business in an orderly manner, encourage social capital to enter the field of incremental distribution network investment, and the construction of distribution network will usher in a new situation in the future. The determination of the first batch of pilot projects indicates that the opening of incremental distribution network investment business has entered the operational stage from the top level design. In this paper, the research trends of comprehensive evaluation of life cycle cost and distribution network investment strategy at home and abroad are first expounded. Combined with the relevant requirements of power system reform, the paper probes into the future distribution network equipment investment operation and maintenance environment and strategy. It includes three main strategies: self-investment and self-maintenance, between the lessor and the lessor, and between the lessor and the lessor. Secondly, the composition and calculation method of the life-cycle cost of distribution network equipment under each strategy are analyzed respectively. Thirdly, this paper analyzes and excavates the factors that affect the investment strategy of distribution network equipment from three main aspects of economy, technology and risk, and combines the selection principle of evaluation index. The comprehensive evaluation index system of distribution network equipment investment strategy is established. Then, the entropy weight method and the cloud model are combined, and a comprehensive evaluation method of investment strategy based on entropy weight and cloud model is proposed, in which the cloud model can combine the ambiguity and uncertainty of the concept well through the cloud form. The main function of entropy weight method is to determine the weight of each index to the superior index. Finally, taking the actual data of H city as an example, this paper analyzes three different investment strategies of distribution network equipment, and analyzes the shortcomings of the existing strategies in combination with the evaluation conclusions. For example, the investment operation and maintenance strategy and rent payment mode is single, the number and type of financial leasing participating enterprises are not enough, and the related standard system of financial lease is not perfect, and according to these shortcomings, the paper puts forward some suggestions for strategy optimization. In this paper, the investment strategy evaluation and optimization of distribution network equipment under the background of new electricity reform is studied. On the premise of analyzing the influence of electricity reform on distribution network business environment, the evaluation model of distribution network equipment investment strategy is constructed, and the corresponding optimization suggestions are put forward. It provides the necessary theory, data support and practical methods for the establishment and management of the distribution network investment strategy of the power grid company, and provides the prospective research for the future sustainable development of the distribution network of the grid company, and further promotes the security of the power system. Stability and economic operation.
